Sub:  Deferment of Rotational Transfer.

Sir,

           As you are aware that during this period of pandemic Covid-19, more problems and difficulties are being faced by everyone. Lockdown period has been extended up to 3rd May-2020 and may be extended further

            In such circumstances, we request you to kindly defer the rotational transfers this year as there will be more dislocation of staff and more expenditure will also be incurred in grant of TA and in the period of such financial crisis it will not be good for the economic health of the Country

Therefore, in the interest of Nation this year Rotational Transfers may be deferred.

Sub:-   Grant of  extension for submission of letter of authorization   for enrolment
            of new membership and change of union from April-30 to June-30.
Sir,
As you are aware that in the Month of April every year there is provision for enrolment of new membership and change of union. But this year due to lockdown it is not possible for anyone to move and submit the forms.

It is therefore, requested to kindly grant extension for two months up to 30th June-2020 for submission of letters of authorization on the subject mentioned above.

Sub : Treatment of period of absence and drawal of salary /wages.

Sir,
DOPT and Directorate has issued instructions to make payment of salary and wages to all employees, GDS , Casual labourers ,DRM  & OPDS for the period of lockdown .

But at lower level officers are violating these instructions.

It is therefore, requested to kindly cause suitable instructions to all concerned not to deduct salary of any class of employees for this period. The period of absence should be decided either as duty or grant of Special leave as per instructions issued by DOPT.

MEETING WITH SECRETARY POST

Today on 17-4-2020, A Delegation of NFPE leaders comprising Coms R.N Prashar Secretary General & GS PIII,  D. B.Mohanty GS PIV and P.Suresh GS R IV held meeting with Shri. P.K.Bisoi Secretary Post. Shri S.K.Kamila Member Personal was also present.

The following issues were discussed.


1.    Salary :-  We requested Secretary (P) that salary of officials during lock down period should be paid in full as per the guide lines issued by DOPT. Even salary /wages of Casual Laborers Part time employees, Daily rated mazdoors and out sourced workers should be paid in full. We requested to issue general instructions in this regard. As some officers at lower level are violating these instructions. Secretary agreed to issue instructions in this regard.

(a)     As some news are coming that salary of employees may be reduced by the Government of India. At this we protested very strongly that we will not allow any type of salary cut.

At this Secretary asked for some more Donation /Contribution. We proposed that Administration and Unions should appeal to all to contribute voluntarily. Some capable persons may contribute more. We told that already One day salary has been taken.

If Government asks more, One day more salary can be taken from the pay of next month. If Government will reduce salary, agitational  programme can be launched.

2     Insurance :- We raised the issue of 50 lakh insurance for the Postal Employees. On this Secretary told that this is not feasible but they are planning some ex-gratia to both regular and GDS Employees. Orders will be issued soon.

3  Rotational transfer:- we requested to defer rotational transfer this year as it involves more dislocation of staff and more expenditure. In the period of financial crisis this will not be good for economic health of country also. At this Secretary agreed and told that transfer will be done in inevitable circumstances only.

4   Attendence on DutyAt this Secretary told that they have not revised previous guide lines issued from Directorate and DOPT. Every officer should follow the same.
We appeal all Circle, Divisional and Branch Secretaries of NFPE affiliated unions to take up the matter with appropriate authority even if any violation Please report to concerned CHQ and NFPE HQ.

     5     Membership Verification:- Member (P) told that fresh membership verification will be deferred and instructions will be issued soon.
For change of membership in the month of April every year for that also at least two months more time will be given.  Orders will be issued separately

                6       We raised issues of Victimization by Superintendent of Sambalpur Division (Odisha), Tejpur Division (Assam) and some cases of Uttar Pradesh Circle. At this also Member (P) assured to take suitable action.

APPEAL
We on behalf of Confederation of Central Government Employees and Workers and NFPE, Appeal to all our members and Office bears of all Constituent organisations , please help the poor workers by providing them food articles and other things which they require, if you find anybody near to you.

This time the migrant daily wages workers are suffering a lot and most of them remain hungry. Though various Governments are making tall claims but this is the reality that food is not reaching to all needy persons. So please help.

If any financial assistance is required, please intimate, Confederation and NFPE Headquarter.

We shall try our best to help the needy workers.

Subject: Payment of Wages of outsourced employees/ Daily wagers for the Month of March 2020.
The undersigned is directed to convey that all field units shall ensure payments to contractors against payment of wages of outsourced employees/Daily wagers for the Month of March 2020. I am further directed to convey that above payments to contractors must be made before making any other contractual payment for supply or work done under 2059 (M & R) and 2216 (M & R). All field units are requested to immediately release payment today itself and confirm that payments have been made. All SDGs/ADGs are requested to send the compliance report of the same with the Nos. of benefited workers. Reports may be compiled at SDG/ADG level and forwarded to Director (PM & PG) at email dirpm@nic.in urgently for onward submission to MOHUA.

Sub:- Payment of wages to Part-time/Daily Rated Mazdoor (DRM) and outsourced   persons working in  Postal Department during lockdown period due to  COVID-19

Sir,
Kindly refer to Dept. of Expenditure, Ministry of Finance, OM F.No.23 (4)/E. Coord/202O/I dated 23/3/2020. The basic spirit of the OM is that casual, contract and outsourced workers in different Depts., who will not be able to attend office in view of lockdown order regarding Covid-19 prevention, as announced by various State Govt. and finally in general by Central Govt. they shall be treated as on duty during such period of absence and necessary pay/ wages would be paid to them accordingly to avoid their hardship in this crisis. This OM shall apply till 30th April 2020.

In these circumstances, you are requested to cause follow up instructions so that Part-time / Daily Rated Mazdoor (DRM), outsourced persons working in all Post Offices/ Business Offices/RMS/ MMS offices in different Circles and are not in a position to attend offices for lock down etc may get due wages for the period as stated in above OM to avoid their hardship.
