A lot of phone calls are coming to the General Convenor from various comrades and friends from different districts of all Circles showing much interest in formation of Division / District branches of All India Postal & RMS Pensioners Association. All are requested to contact the respective Circle Representative above and plan about forming branch associations.

Delhi State Conference: The State Conference of Postal & RMS Pensioners Conference is just conducted on 19th September, 2013 in New Delhi in a very grand manner. A panel of Comrades with Comrades Rajendra Prasad as President; N.K.Vashist as State Secretary; Sankarpal Singh as Deputy State Secretary; and Satyaprakash as Treasurer was unanimously elected.

Tamilnadu State Conference: A Steering Committee consisting of 23 Members with Comrade K.Ragavendran as its Convenor has been formed to conduct the State Conference of All India Postal & RMS Pensioners Association for Tamilnadu State. The State Conference will be held on 22ndDecember, 2013 in which Comrades S.K.Vyas Secretary General NCCPA; D.K.Rahate Chairman and T.Narashimham Vice Chairman of AIPRPA are attending besides some important leaders of Sister Pensioner Organisations.

The following general guideline is given regarding formation:

1.    State representatives will take immediate interest in organising a meeting of important Pensioners comrades / friends from various districts of their States to form the STATE STEERING COMMITTEES.

2.    The STATE STEERING COMMITTEE will appoint DIVISION / DISTRICT STEERING COMMITTEES according to their conditions and entrust the responsibility to organise membership immediately by visiting the houses of pensioners and or going to different Post Offices on the day Pay / Pension Payment Day.

3.    Model Membership Form has been placed in this Website – All are requested to download the same and photocopy the forms to obtain signatures from members. At present an annual membership of Rs.240/- is suggested, but the State Steering Committees may decide about the membership fee for their respective States. It should be borne in mind that from the membership fee collected by Divisions / Districts, a sum of Rs.50/- shall have to be remitted each to the State and All India bodies. However, this quota amount to State and All India will be finally decided as per theConstitution / Bylaws to be finalised at the Special Conference of the All India Association.

4.    A Circular in regional language may be printed by the State / District Steering Committee Convenor for circulation among the Postal & RMS Pensioners to give a clear  picture about the formation of our All India Association. The First Circular of the All India Steering Committee can be used for necessary materials for printing such Circulars at State / District level.

5.    A copy of the Circular so printed by the State / District Steering Committees shall be sent to the General Convenor by post for information to the following address: “ K.Ragavendran General Convenor, All India Postal & RMS Pensioners Association, 2/44, Muthial Chetty Street, Purasawalkam, Chennai – 600007”.

6.    As already circulated it must be our endeavour to complete the formation of Division / District formations at the earliest to enable organising special conference / convention at State level to form the State organisation of All India Postal & RMS Pensioners Association before January 2014.

7.    The All India Special Conference will be organised in February 2014 to form the All India Organisation. Therefore State level formation in all States shall be completed prior to the All India Conference.

8.    Approach all Divisional Secretaries of Postal Federations in order to enlist their support and solidarity to the formation of All India Postal & RMS Pensioners Association. Keep in mind that NFPE Secretary General Comrade M.Krishnan has already directed all NFPE Unions to extend total support.

VIITH CPC AND GRAMIN DAK SEVAKS

          The intensive and continuous nationwide campaign conducted by Confederation of Central Govt. Employees & Workers, the unparalled mobilization of workers in agitational programmes culminating in massive Parliament March and one day strike on 12th December, 2012 , subsequent declaration of strike ballot for indefinite strike has compelled the Central Govt. to announce the constitution of 7th Central Pay Commission, ahead of the Assembly and Parliament election. NFPE being the major affiliate of Confederation has played a leading role in all these agitational programmes and hence we can proudly say that Seventh Pay Commission is an outcome of our struggle. Thus the first phase of agitation comes to a successful end.

          Now the most important part remains. Govt. has announced the Pay Commission but has not disclosed its mind on other related issues such as date of effect, merger of DA with pay, inclusion of Gramin Dak Sevaks, Interim relief, pensionary benefits to those recruited on or after 1.1.2004 etc. Secretary, Department of Personnel and Training (DOP&T) has called the JCM staff side for a discussion on the terms of reference of the 7th CPC on 25th  October , 2013 and heard the view points of the staff side. The leaders of various organizations of the JCM staff side met on 26 October, 2013 and formulated a consensus proposal regarding the terms of reference of the 7thCPC. In the case of date of effect, even though the stand taken by confederation is 1.1.2011, taking into consideration the view points of other organizations a compromise formula of 1.1.2014 as date of effect is arrived at i.e. from the 1st January after the announcement of 7th CPC by the Government. Regarding DA merger, interim relief, pensionary benefits to those entered in service on or after 1.1.2004 etc  also an agreed formula has been worked out.

          Regarding the most important demand affecting 50% of the employees of the Postal Department i.e, inclusion of Gramin Dak Sevaks under the purview of the 7thCPC, unlike in the past, this time there is total unanimity among the staffside. In the staffside proposal regarding terms of reference to be submitted to the Govt., it will be clearly mentioned that the three lakhs Gramin Dak Sevaks of the Postal Department should be brought under the purview of the 7th Pay Commission.

          We are not demanding any mercy from the Govt.The Hon’ble Supreme , Court of India, in the case of P.K.Rajamma Vs Union of India, has made it clear without any ambiguity, that Extra-Departmental Agents (now GDS) are holders of civil posts and hence they are civil servants under Article 309 of the Constitution. Further, the Fourth Pay Commission in its report has also made the following observation:-
         
          “The matter is, however, beyond controversy after the decisions of Supreme Court in Gokulanda Das’s case (also called as P.K.Rajamma’s case) where it has been declared that an Extra-Departmental agent is not a casual worker but ‘holds a post under the administrative control of the “state’’ and that while such a post is outside the regular civil service, there is no doubt that it is a post under the ‘’state” ’. In view of this pronouncement, we are unable to accept the contention that Extra- Departmental employees are outside the purview of the terms of reference of our Commission.”

          Again, Justice Charanjit Talwar Committee, subsequently appointed by the Govt., recommended that ED Agents have to be included within the overall class of civil servants, being holders of civil posts. The committee further made it clear that there is no rationale to keep them separately as “a class within the class” of central govt employees which is against the provisions of Article 14 & 16 of the Constitution of India.

          It is in this background, NFPE & confederation has demanded for inclusion of Gramin Dak Sevaks under the purview of 7th CPC and conducted one day’s strike on 12.12.2012. Now that the entire JCM staffside also agreed to raise the same demand, we hope that the govt. shall concede the demand of entire 30 lakhs central govt. employees and include the GDS under the terms of reference. In case, the govt rejects our demand, there is no other way but to go for indefinite strike.
                  
          The postal Joint Council of Action comprising all the unions/ associations affiliated to NFPE & FNPO, has met at Delhi on 19.10.2013 and has decided to go for indefinite strike, if the govt. refuses to accept our demand for inclusion of GDS under the purview of 7th CPC and also regularization and revision of wages of casual labourers.

          NFPE calls upon the entirety of Postal and RMS employees including Gramin Dak Sevaks to be ready for an indefinite strike for the cause of three lakh Gramin Dak Sevaks and the casual, part time, contingent employees who are the most exploited and down-trodden class of the Postal Department and the entire Central Govt. Services.

Govt could ban official use of gmail, yahoo by Dec

New Delhi, October 29, 2013 (PTI): Wary of cyber snooping, the government could ban e-mail services such as Gmail and Yahoo for official communications by December this year in a move to safeguard its critical and sensitive data.

“We are working on an e-mail policy. The policy willapply to all the central and state government employees using NIC. It will come out in about two months time,” J Satyanarayana, Secretary of Department of Electronics and Information Technology told PTI.
The government is expected to route all its official communication through the official website NIC’s email service.
The Department of Electronics and Information Technology (DEITY) is drafting a policy on email usage for government offices and departments and the policy is almost ready.
The department is now taking views from other ministries on it.
“E-mail policy of the government of India, as this policy will be called, is almost ready and we are taking views from other ministries on this. Our effort will be to operationalise it by mid or end-December,” DEITY Secretary J Satyanarayana told reporters on the sidelines of a CII summit.
According to official sources, the policy seeks to protect the large amount of critical government data.
It also aims to make it mandatory for government offices to communicate only on the nic.in platform rather than commercial email services like Gmail, Yahoo, Hotmail etc.
The policy is expected to cover about 5-6 lakh Central and State government employees for using theemail service provided by National Informatics Centre (NIC).
On investments required for the policy, Satyanarayana said: “We immediately require about Rs. 4-5 crore to ramp up the NIC infrastructure. But, the total investment needed for the full operationability of the e-mail policy could be around Rs. 50-100 crore.”
This will also include integrating the e-mails with cloud so that official data can be saved on a cloud platform, which can then be easily shared with the concerned government ministries and departments, he added.
The development comes close on heels of concerns being raised by a section in the government, especially intelligence agencies, over use of email services, provided by foreign firms (mostly US-based), which have their servers located in overseas locations, making it difficult to track if sensitive government data is being snooped upon.
The move also assumes significance in light of the fallout of the Snowden saga, which contended the US intelligence agencies used a secret data-mining programme to monitor worldwide Internet data to spy on various countries, including India.
Former technical contractor for National Security Agency and Central Intelligence Agency Edward Snowden had leaked what was allegedly details of a top-secret American mass surveillance programme, which led to countries analysing the safety of their official Internet-supportedcommunication networks

   Minutes of the meeting held on 23-10-2013under the Chairmanship of Member (O) regarding implementation of MNOP and L-1/L-2 System.

          In  pursuance of the meeting held on 02/08/2013 under the Chairpersonship of Secretary (P) to discuss the issues raised by Postal JCA, a meeting was held with the staff side under the Chairmanship of Member (O) on 23-10-2013. Following were present in the meeting.

2  On the issue of revised norms for CRCs, it was brought to the notice of staff side that the norms fixed for different operational activities at Speed Post Hubs, Intra-circle Hubs and CRCs are based on the recommendations of work Study Team of the Directorate. The issue of productivity norms as well as establishment norms have also been clarified to all concerned vide Dte. O.M.No. 28-8/2011-D dated 13-08-2013. Therefore, the issues stands settled now. It was decided to supply a copy of Work Study Report to the staff side.
3   The issue regarding shifting  /transfer of staff from L-1 office to L-2 office and vice versa was discussed with staff side and  the staff side was satisfied with the circumstances under which the staff was transferred  from L-1 office to L-2 office in Gujarat Circle. The issue , is therefore, stands settled.
4. The staff side requested that more L-1 offices were needed in some Circle. In response , it was informed that requirement of more L_1 offices was examined and it was felt that any more L-1 offices not needed in view of the following:

(i) All L-1 and L-2 mail offices located within  a Circle have been           allowed    to close bags for each other.
(ii)  Circles have been given enough exceptions in terms of closing of bags by mail offices based on volume of mail.

In view of the above, the issue of identification /creation of L-1 /L-2 offices stands settled. It was decided to supply a copy of list of exceptions granted to L-2 offices for closing of direct bags to the staff side.

             NFPE and P3 CHQ has taken up the case with Secretary,
