Speed post services more reliable and faster than private couriers, says CAG


NEW DELHI: In a rare observation coming from the official auditor, the Comptroller and Auditor General has appreciated the functioning of the postal department. The reason: deliveries of speed post letters which are more reliable and faster than private courier services. 

Delivery of letters by speed post ranged from 1-9 days in major cities with 99% chances of letters reaching addressees. In comparison, the private courier services turned out to be less reliable with 92% test check letters reaching destination, and time taken ranged from 1-10 days. 

A CAG report, tabled in Parliament recently, has said that the performance of speed post has been better than the private couriers in major cities, at the tehsil level and at village level. 


In order to compare the performance and quality of speed post service with private courier agencies for delivery of mails, a test check was conducted by CAG in eight postal circles -- Gujarat, Maharashtra, Rajasthan, Tamil Nadu, Delhi, Andhra Pradesh, Uttar Pradesh and Madhya Pradesh. Checks were conducted by posting hundreds of letters. 

As far as delivery performance was concerned, it was found that 98% letters were delivered by speed post in local areas as compared to 93% by private couriers. In major cities, the delivery performance by speed post was 99% as compared to 92% of private couriers. At the tehsil level only speed post could reach 100% addressees that too within 1-7days. Private couriers could only deliver 83% letters and time ranged from 1-23 days. 

"Based on the results, it could be concluded that the speed post service of the department of posts (DoP) was better than the services provided by the private courier services," the auditor said. 

Speed post service was introduced in 1986 to provide a fast and time-bound delivery service in major cities. However, due to late delivery of mails people had stopped relying on the department for timely-delivery of documents. Still, speed post services account for more than 10% of the total revenue of DoP. 

In the test check, the auditor had posted 284 letters by speed post and 287 by different private courier services. The performance was judged based on the number of letters sent, letters actually delivered, and time taken for delivery of test letters by speed post as well as private couriers.

Subject: Review of compassionate appointment cases regarding.
The undersigned is directed to invite attention to this Ministry’s OM No.19(3)/2013/D(Lab) dated 18.11.2014 vide which all administrative/authorities were requested to strictly comply the instructions contained in Para 8 of DoP&T OM No. 14014/02/2012-Estt(D) dated 16.1.2013 regarding withdrawal of three years time limit and Sl.No. 38-43 of FAQ issued vide DoP&T OM No. 14014/02/2012-Estt(D) dated 30.5.2013.
2. An issue has been raised by Bhartiya Pratiraksha Mazdoor Sangh (BPMS) informing that the Line Directorates/Units of Army HQrs are not considering the compassionate appointment cases in true spirit of the guidelines issued by DoP&T and the requests for compassionate appointment are being rejected on the plea that as per policy once three consecutive chances had been considered, the Case is considered to be closed and cannot be opened.
3. As per the new guidelines on compassionate appointment, any application for compassionate appointment is to be considered without any time limit and decision taken on merit in each case.
4. Regarding re-opening of old cases which were closed on completion of three years time limit as per the earlier policy of DoP&T, it may be noted that the DoP&T vide their OM dated 30.5.2013 have clarified that the closed cases can be reopened provided tat the cases were closed due to non-availability of vacancies during the 3 year time period. However these cases may be considered as per the criteria mentioned in Sl.No. 32 & 39 of FAQ dated 30.5.2013. Such cases should not be opened merely because the time limit has been waived off. In this regard DoP&T have further clarified that the cases which have been closed for not being found suitable under the criteria for compassionate appointments, need not to be opened irrespective of the waiver of time limit.
5. In view of the above, all the Service HQrs / lower formations are requested to follow the DoP&T’s above guidelines in letter and spirit. They may not reject any application for compassionate appointment simply on the ground that it had already been considered thrice unless it was rejected due to lack of merit/not found suitable under the criteria for compassionate appointments. If the compassionate appointment could not be granted due to non-availability of vacancies at that time, any fresh application, received now should be re-considered after adjudging his penurious condition on the basis of the family’s latest financial/economic condition, number of dependents of the family as on date, latest marital status of dependents etc in the light of the existing guidelines of DoP&T on the subject.

Emergency Facilities in CGHS Dispensaries


The CGHS dispensaries have all the medicines required in emergency. As per the CGHS guidelines, a provision is there to keep medicines available to counter any medical emergency that might arise within the Wellness Centre. There is an Emergency Tray available with the nursing staff which contains most of the medicines required under emergency situation. The availability of the medicines with their valid date of expiry in this Emergency Tray is checked on a regular basis and also during surprise checks.

A complaint was received on 07.09.2013 from Sh. R. C. Khuntia, the then Member of Parliament in respect of pensioner beneficiary, Sh. B. K. Joshi regarding non-supply of life saving drugs on time by CGHS Bhubaneswar. The delay in supply was due to non availability of cancer medicine with the authorized stockiest.

In case the medicines are not available at the Wellness Centre, they are procured through local purchase. If any medicine is prescribed by the treating doctor that is required to be used immediately and if that medicine is not available in the Wellness Centre, authority slip is issued to the patient to collect the medicine from the authorized local chemist free of cost.

The Minister for Health and Family Welfare, Shri J P Nadda stated this in a written reply in the Rajya Sabha here today.

Self-Attested Documents

The Government has received representations/grievances/complaints from general public regarding non-acceptance of self-attested documents by the officials. Two references of public grievances were received on non-acceptance of self-certification by different authorities. A number of applications under RTI Act, 2005 seeking clarification on the subject have also been received. 

Department of Aministrative Reforms & Public Grievances has been requesting States / UTs and Central Ministries to adopt self-certification and for abolition of affidavits and several communications have been sent in this regard. 

This was sated by the Minister of State for Personnel, Public Grievances and Pensions and Minister of State in the Prime Minister’s Office Dr. Jitendra Singh in a written reply to a question by Dr. R.Lakshmanan in the Rajya Sabha today.
