No. PF-15/2017                                                                                  Dated; 10th January, 2017

To,
            Shri B. V. Sudhakar
            Secretary,
            Department of Posts
Dak Bhawan, New Delhi – 110001

Sub: -  Unjustified delay in publishing the GDS Committee Report - Serving notice for commencement of indefinite hunger fast in front of Dak Bhawan from 18.01.2017 – regarding.
Sir,

We regret to note that inspite of the categorical assurance given by Secretary, Department of Posts to this Federation, the Report of the GDS Committee headed by Shri Kamalesh Chandra, Retired Postal Board Member, Submitted on 24.11.2017 is not yet published by the Department. We suspect some foul play behind this unjustified delay.

Earlier GDS Committee reports were published on the same day of submission to Department. Even the 7th Pay Commission Report was published in the Government of India website, within seconds after its submission to union Finance Minister. GDS Committee report is not a secret or confidential report. We are at a loss to understand why the department is not publishing it, even after a lapse of one and a half months after the date of submission. It seems that the Department is not ready to respect the sentiments of about three lakhs GraminDakSevaks who are the real backbone of the Postal Department. We also suspect that there is a calculated move on the part of the Postal Board to belittle the credibility of the Union/Federation leadership among the employees. We cannot allow such a situation to continue anymore. The whole hearted cooperation and commitment extended by the Postal employees and this Federation for improving the productivity and efficiency of the Postal Services cannot be misunderstood. We are forced to reconsider our stand and to come out openly against this indifferent and negative attitude of the Postal Board.

We hereby give notice to you that as a mark of our strong protest against the unjustified and inordinate delay in publishing the GDS Committee Report, the Secretary General NFPE and the General Secretaries office bearers of affiliated Unions/Associations shall commence INDEFINITE HUNGER FAST in front of Dak Bhawan from 18th January 2017. We further like to make it clear that if the department fail to publish the report forthwith, we will be compelled to resort to higher form of Trade Union action including stoppage of work without any further notice.

We hope that good sense will prevail upon the Postal Board and immediate necessary action will be taken, before the situation goes from bad to worse.

            With regards
Yours faithfully,

(R. N. Parashar)

All those Organisations who had served the strike notice as February 15th shall give a letter to their Head of the Departments intimating the postponement of the strike to 2017 March 16th ,  showing  reasons as mentioned above ,  WITHOUT FAIL.

The betrayal of the Group of Cabinet Ministers of NDA Govt by not fulfilling their assurance given to NJCA leaders on 30th June 2016, should be exposed.

Allocation of cash for rural areas through rural Post Office - RBI Order

DCM (Plg) No.2200/10.27.00/2016-17
January 03, 2017

The Chairman / Managing Director/ Chief Executive Officer,
(All banks with currency chests)

Dear Sir / Madam

Allocation of cash for rural areas

2. On observing that bank notes, being supplied to rural areas, at present, are not commensurate with the requirements of rural population, some steps have already been initiated as indicated in the above circulars. With a view to ensure that at least 40% bank notes are supplied to rural areas and to mitigate the issue in a more enduring manner, the banks maintaining currency chests are advised to take the following steps, in continuation of the above.

Distribution Channels and Proportion of currency flow

i. Banks should advise their currency chests to step up issuance of fresh notes to rural branches of RRBs, DCCBs and commercial banks, White Label ATMs in rural areas and post offices in rural areas on priority basis which are considered main rural channels of distribution.

ii. As the rural requirements could vary from district to district depending on variations in the rural and urban mix of each district in terms of relative shares in CASA deposits and number of deposit accounts, to facilitate a need based approach in this regard a certain percentage of allocation has been assigned to each district as per Annex 1 depending on the rural and urban mix.

iii. Accordingly, all Chests operating in a district must issue bank notes to the above mentioned distribution channels in the indicated proportion. The indicated proportion may be maintained on weekly average basis at each chest level as it may be difficult to stick to the proportion on daily basis.

Reporting for monitoring

iv. Currency chests must furnish daily issuances to the above categories to their Link Offices (LO) along with chest slips with a weekly summary as at close of business on every Friday. LOs should in turn forward it to the RBI’s Regional Office concerned (reporting format annexed) to facilitate a review. It may be similar to the chest balances reporting mechanism (Annex 2). LOs may monitor the daily reports to avoid lumpiness in issuances and to ensure that issuances are evenly.

Denominational mix

v. Chests should issue bank notes in denominations of ₹ 500 and below. In particular ATMs, including WLAOs, may be issued ₹ 500s and ₹ 100s and among ATMs category, Off-site ATMs should be allocated higher proportion of cash as against on site ATMs as they are more important in last mile currency connectivity.

vi. Existing stock of other denominations notes below ₹ 100 should be issued liberally.

vii. Banks should indent for coins, obtain supply from Issue Departments of Reserve Bank of India, if required, and ensure supply to public on priority basis.

3. Please acknowledge receipt.

Yours faithfully,

(P Vijaya Kumar)

Effect of Censure on Promotion and role of DPC – DOPT Clarification

No .22011/4/2007-Estt. (D)
Government of India
Ministry of Personnel, Public and Training
(Department of Personnel and Training)
North Block, New Delhi — 110 011November 21, 2016    OFFICE MEMORANDUM

Sub: Guidelines on treatment of effect of penalties on promotion — role of Departmental Promotion Committee
The Department of Personnel & Training vide its OM of even number dated 28.4.2014 issued instructions on the above subject. Paragraph 7(d), 7(f) and 7(g) of the said OM provides as follows:
7(d) If the official under consideration is covered under any of the three condition mentioned in paragraph 2 of OM dated 14.9.1992, the DPC will assess the suitability of Government servant along with other eligible candidates without taking into consideration the disciplinary case / criminal prosecution pending. The assessment of the DPC including ‘unfit’ for promotion and the grading awarded are kept in a sealed cover. [Paragraph 2.1 of DoPT OM dated 14.9.1992]
7(f) If any penalty is imposed on the Government servant as a result of the disciplinary proceedings or if he / she is found guilty in the criminal prosecution against him / her, the findings of the sealed cover / covers shall not be acted upon. His / her case for promotion may be considered by the next DPC in the normal course and having regard to the penalty imposed on him / her [paragraph 3.1 of DoPT OM dated 14.9.1992].
7(g) In assessing the suitability of the officer on whom a penalty has been imposed, the DPC will take into account the circumstances leading to the imposition of the penalty and decide whether in the light of general service record of the officer and the fact of imposition of penalty, the officer should be considered for promotion. The DPC, after due consideration, has authority to assess the officer as ‘unfit’ for promotion. However, where the DPC considers that despite the penalty the officer is suitable for promotion, the officer will be actually promoted only after the currency of the penalty is over [paragraph 13 of DoPT OM dated 10.4.19891.

2. Questions have been raised by the Ministries and Departments asking whether this is applicable in the case of ‘Censure’ also. In this regard, it is reiterated that paragraphs 7(d), 7(f) and 7(g) cited above are applicable in all the

recognized penalties under CCS (CCA) Rules including the minor penalty of Censure as well for which no currency has been prescribed, it would mean that as per para 7(g), if the DPC considers the officer fit for promotion notwithstanding the award of censure, he / she can be promoted without referring to the currency of penalty.
