Participation of Women in Central Government Services

An interesting data collected from the reply of Minister Dr.Jitendra Singh in Parliament that the percentage of women in the Central Government services and their age limit for entry.

Details of percentage of women in Government service over the years, as per the Census of Central Government Employees, 2012, released by Directorate General Employment & Training are given below in the table.

In order to encourage the women to join Government service, they are provided some special facilities as under:

(i) maternity leave (ii) child care leave (iii) child adoption leave (iv) special allowance to women with disability (v) provision of crèche facility (vi) posting of husband and wife at the same station (vii) special priority in allotment of residential accommodation (viii) provision for protection of women from acts of sexual harassment (ix) age relaxation for appointment to widows, divorced woman and woman judicially separated from their husbands and who are not remarried (x) special dispensation for woman officers of All India Services of North East cadre (xi) change of Cadre in case of marriage of All India Service Officer and (xii) exemption from payment of fee for examinations conducted by the Union Public Service Commission and Staff Selection Commission.

Also, as per the recommendations of the 62nd Department Related Parliamentary Standing Committee, publicity to encourage women to prefer/ join Government.

There is a provision for age relaxation for appointment in Government service for Widows, divorced Women and Women judicially separated from husbands and not re- married, upto 35 years for posts of Group C filled through Staff Selection Commission/ Employment Exchange (upto 40 years for members of Scheduled Castes/ Scheduled Tribes).

Rs. 10 Lakh Compensation if Government Employee Dies During Election Duty

The Tamil Nadu Election Commission’s Chief Commissioner, Praveen Kumar says that the Election Commission has announced a compensation of Rs. 10 lakhs for employees who die while on election duties.

Normally during state elections, more than 3 lakh state and Central Government employees, including teachers, local police personnel, police personnel from the neighboring states, paramilitary forces and private videographers, participate.

If death occurs in poll-related violence or if the employee dies of cardiac arrest while on election duty, his/her family was, until now, given a compensation of Rs. 5 lakhs. This has been increased to Rs. 10 lakhs from 2014 onwards. Under this scheme, personnel who had died on duty during the May elections will be paid a compensation of Rs. 10 lakhs, says Praveen Kumar.

If the death is unfortunately caused due to any violent acts of extremist or unsocial elements like, road mines, bomb blasts, armed attacks, etc., the amount of compensation would be Rs.20 lakhs. In the case of permanent disability, like loss of limb, eye sight, etc., a minimum ex-gratia payment of Rs.5 lacs would be given to the official (which would be doubled in the case of such mishaps being caused by extremist or unsocial elements as aforesaid)

Confusion over submission of Boarding Pass in air travel for central employees

Two simultaneous circulars issued by two different ministries of Central Govt. created an unprecedented confusion among the central employees.

The DOPT circular issued on 7th Oct'14 dispensed with submission of boarding pass on air travel while settling T.A. claims. Click here for the circular.

In the very next day (8th Oct'14) Ministry of Finance issued another circular exactly opposite to the DOPT one. According to this circular, submission of boarding pass on air travel is a proof of journey performed and is a requirement under the rules and procedures of passing T.A. claims. Click here for the Finance Ministry Circular.

Now the central employees are totally confused and in a dilemma regarding which instruction to follow as both are the parent organizations. Will the Govt. come forward and clear the air soon ?

Subject: Travelling Allowance (TA) Rules-Submission of Boarding Pass along with TA bills- reg.

References have been received in this Department seeking review of the existing guidelines relating to submission of Boarding Passes alongwith TA bills for air journeys performed on Government account.

2. O/o Controller General of Accounts have clarified that as per provisions of Civil Accounts Manual Pay and Account Offices are mandated to ask the DDOs to produce records to ensure that the journey for which TA is being claimed, was actually performed and DDOs may accordingly be asked to enclose the Boarding Passes with the TA bills.

3. Since submission of Boarding Passes as proof of having undertaken the journey is a requirement under the rules and procedures for passing TA claims, all concerned arc required to follow these instructions. Ministries/Departments etc. are accordingly advised that these instructions may be brought to the notice of all concerned for strict compliance.

Central employees attendance can be monitored by public also

Not only is Big Brother watching the pen pushers, even the public can now keep a tab on them through a web portal, attendance.gov.in.

It tells you which babus reported for work on any given day, how punctually they arrived, if some of them left midway and where. It even provides a graph on each employee’s attendance trends to reveal how often he tends to take leave.

The portal went live quietly on September 30, covering 50,233 employees across 149 offices in Delhi. The idea is to enrol the capital’s one lakh-odd central government employees on the scheme before bringing the rest of the country under it, a senior official said.

A senior official at the National Informatics Centre, the agency for e-government initiatives, said the idea had come personally from Prime Minister Narendra Modi in July. The source insisted that there had been “no complaints” from the babus about the scheme being intrusive.

At 6.45pm today, the attendance dashboard on the portal showed a figure of 26,951, which means less than 54 per cent of those enrolled had turned up to work.

The system is based on the Aadhaar biometric identity card, launched by the previous government, that now covers 68 crore people.

Every employee who has such a card has to enter the last six or first six digits of his Aadhaar number into a device at the entrance to his office, and then undergo an iris and fingerprint scan. Senior civil servants can do it without queuing, using devices attached to their workstations.

The process is repeated while leaving. If a babu goes to some other government office on an assignment during work hours, his arrival and departure is marked there too.

The National Informatics Centre source said the idea was not just to improve punctuality but to “weed out ghost employees and proxy attendance and instil a sense of equality among staff”.

Not everyone is happy.

“I can’t understand how the number of leaves I take is a matter of public interest,” said a senior bureaucrat who didn’t want to be named.

Another bureaucrat pointed out loopholes. One, if an employee wants to slip out for a while, there’s no way of ensuring that he records his departure in the machine at the gate.

Two, as a bureaucrat said: “If I have a meeting with the home secretary and go to North Block, everyone will know I was there but can anyone guarantee that I actually met him? So, how can this guarantee better output?”

He regretted the “move to have control over the bureaucracy” through a “weird public display at an increasing cost of governance, with expensive biometric devices and what not”.

Once the portal receives cabinet approval and is formally launched, all central government employees will have to register themselves with it. Those who lack an Aadhaar card will have to get their biometrics done.

As of now, the Prime Minister’s Office is not enrolled, though sources said it had approached the National Informatics Centre to get registered with the portal.

Neither cabinet secretary Ajit Seth nor foreign secretary Sujatha Singh is registered yet. The highest number of enrolments is from the Planning Commission, which is on its way to extinction.

The nine-day-old online register shows that home secretary Anil Goswami has not visited his North Block office the past four days.

Suhaib Ilyasi, editor of Bureaucracy Today — a magazine for and about the country’s bureaucrats — said the response had been positive.

“People like it even though they have to be punctual,” he said. “There is no sense of intrusion.”

But a bureaucrat asked why the scheme didn’t cover the ministers.

“Politicians, who call themselves public servants, have kept themselves out. If attendance is so important to this government, why have half the cabinet ministers skipped work to go camping in poll-bound states?” he said.

It isn’t clear whether Modi would be enrolled.

EDITORIAL POSTAL CRUSADER OCTOBER-2014

LABOUR LAWS AMENDMENTS – ONSLAUGHTS ON WORKING CLASS.

            The union Government is going to amend labour laws without prior discussion with Trade Unions. Bilateral forums and tripartite bodies made for maintaining relations by way of discussions between Government,Workers and employers are being dissolved only to implement neo-liberal reforms for the benefit of multinational and national corporates and curtailing workers rights and trade union facilities.

            The Rajasthan Government lead by Vasundhara Raje is being utilized as test laboratory as it has taken first step to amend labour laws i.e. Industrial disputes Act, Factories Act and contract Labour (Regulation & Abolition) Act incorporating anti worker provisions without discussion with Trade Unions. All the amendments were placed in Rajasthan Assembly on 1^st August, 2014 and were got passed on the same day. The industrial dispute act amendment empowers employers to retrench the workers without prior permission of government upto establishment of 300 and it also denies the rights of formation of Trade Union unless they have at least 30 % membership.

            The amended factory act increases the coverage from 20 workers to 40 workers in the factories without power and 10 to 20 with power? This amended Act has come as a protection cover for employer as the court cannot take cognizance on the complaints of violation of laws against the employer without written permission from the State Government. The amendment to contract Labour (Regulation & Abolition) Act keeps the employer out of purview of the Act in the establishment where up to 49 workers are employed. The amendment in apprenticeship act also gives the opportunity to employer to replace a regular worker by apprentices.

            After passing these amendments in Rajasthan Assembly the Central Government Labour Ministry posted in its website the proposals to amend all these acts and introduced the Factories amendment Bill 2014 and the apprenticeship Act (Amendment) Bill 2014 in Lok Sabha and brought back in business the Labour Laws (Exemption from furnishing returns and maintaining of Registers by certain establishment) Amendment Bill 2011 in Rajya Sabha This shows that the Modi Government is also following the path of Vasundhara Raje Government of Rajasthan.

            This trend of Govt. is alarming as it is developing the unilateralism and authoritarian practices . All these so called reforms and amendments in Labour Laws will empower the employers and will keep them out of purview of labour laws and this  paves the way of more exploitation of workers in so many ways.

            So this is the need of the hour that all the workers whether they are in Govt. sector, in public sector or in organized or unorganized sector, require to be educated about all these changes and must be ready to fight all these onslaughts unleashed by the Govt. unitedly and compel the Govt. to reverse back the so-called reform policies which are being made in the favour of capitalist class.

            It is in this background, all the Central Trade Unions including BMS,INTUC,HMS,AITUC,CITU,UTUC etc. has decided to unitedly oppose this anti-labour policies of the NDA Government . The National Convention of Workers held at New Delhi on 15^th September 2014 has decided to organise nationwide campaign against the labour law amendments. The resolution adopted unanimously by all Central Trade Unions and Federations calls upon the entire working class of the country to fight out these policies at any cost. NFPE calls upon the entirety of  Postal and RMS employees including Gramin Dak Sewaks to rally behind the banner of joint plat form of Central Trade Unions and fight unitedly the unsought unleashed by the Narendra Modi Government.

NO DIFFERENCE BETWEEN NDA AND UPA GOVERNEMENT LET US PREPARE FOR A MAJOR INDUSTRIAL ACTION

Dear Comrades,

Confederation National Secretariat met at New Delhi on 26.09.2014, under the Presidentship of Com. K. K. N. Kutty, National President. Com. S. K. Vyas Ji, Advisor was also present. After detailed deliberations on all agenda items, the following decisions are taken.

1.      Decided to further intensify the campaign and agitational programmes against the Governments attitude towards the legitimate demands of the Central Government Employees. It is decided to organize two hours MASS SQUATING of not less than 3000 Central Government employees on 18^th November 2014, at a centrally located important place at all the state capitals. Effort should be made to ensure maximum participation of Lady comrades in the programme. Next phase of action will be decided after successful implementation of the above programme.

2.      Decided to explore the possibility of joint action with Railways (AIRF) and Defence (AIDEF) culminating in strike.

3.      Decided to participate and implement all the decisions taken in the National convention of workers organised by Central Trade Unions on 15.09.2014.

4.      Decided to organize Two days All India Trade Union workshop of Confederation at Bangalore on 2015 January 3^rd and 4^th. Total number of delegates will be limited to 200. COC Karnataka has agreed to host the Trade Union workshop.

5.      Decided to grant affiliation to the following two organizations.

(1)   Forest Survey of India Employees Association

(2)   Nehru Yuvak Kendra Sanghathan (NYKS) workers Welfare Association.

6.      Decided to organize Dharna in front of all Government of India Presses and Stationery offices and also in front of Government Medical stores Depot to protest against the proposed move to close down these offices. In front of Government of India Presses Dharna will be organised by Confederation on 27^th October 2014 and in front of Government Medical Stores Depot dharna will be organised on 30^th October 2014.

7.      Financial position of the Confederation was presented by Financial Secretary Com. Vrigu Bhattacharjee. CHQ is running with a ‘NIL’ balance. Unless and until all the affiliated Unions/Associations voluntarily clear all pending dues it will be very difficult to run the CHQ. It is decided that Financial Secretary shall issue notice to all affiliated organizations to clear the pending dues.

8.      National Secretariat calls upon all Central Government employees and also the affiliated organisatons and state COCs to make the 18^th November programme a thundering success.

Com. M. Krishnan, Secretary General, National Federation of Postal Employees (NFPE) & Confederation of Central Govt. Employees & Workers, General Secretary, All India Postal Employees Union Group-C (CHQ), Leader, JCM Departmental Council, Department of Posts, Member, JCM National Council will be retiring from service on superannuation on 31st August, 2014.

                   As per the decision of NFPE Federal Executive meeting held on 21-08-2014 and Central Working Committee meeting of AIPEU Group-C (CHQ) held on 22nd to 24th August, 2014 at Ongole (Andhra Pradesh) Com: M.Krishnan, will continue to function in the NFPE & P-3 CHQ till next Federal Council of NFPE (May 2016) and All India Conference of AIPEU Group-C (June 2015).  He will also continue to lead the entire Central Government employees as Secretary General, Confederation till the next National Conference (2016).

                   Com: R.N.Parashar, Asst. Secretary General, NFPE, will take charge as Secretry General, NFPE from 01-09-2014 till next Federal Council as per the decision of NFPE Federal Executive meeting.  Com.N.Subramanian, Deputy General Secretary, AIPEU Group-C (CHQ) will officiate as General Secretary, AIPEU Group-C (CHQ) till next AIC, as per the decision of CWC meeting of AIPEU Group-C.

                   NFPE CHQ, AIPEU Group-C (CHQ) and the CHQs of all other affiliated unions of NFPE extend our best wishes to Com.M.Krishnan and we are sure that he will lead us in the coming days also.

                   We are reproducing below the resolutions adopted by NFPE Federal Executive meeting and Central Working Committee meeting of AIPEU Group-C on the services rendered by Com.M.Krishnan.  We are also reproducing a letter received from Shri.D.Theagarajan, Secretary General, FNPO.

I.  Resolution adopted by NFPE Federal Executive.

            The Federal Executive of NFPE records its full appreciation for the yeoman service rendered by Comrade M.Krishnan as the Secretary General of NFPE. The Federation has scaled new heights during his stewardship and the unity of Postal regular employees and Gramin Dak Sewaks entered into a new chapter under his leadership. The united movements of Postal Workers under the banner of Postal JCA as well as the independent struggles under the mighty National Federation of Postal Employees are further strengthened under his able leadership. He provided a militant, progressive leadership with farsightedness for the betterment of Postal Workers. It is  under his leadership that the NFPE claimed its historic vanguard role of leading the entirety of CG Employees under the platform of Confederation of CG Employees & Workers and it can be seen that the movement of central government employees has launched a powerful movement including strikes for the establishment of 7th CPC with Comrade M.Krishnan as its Secretary General. The integration of Postal and CG Employees with the entirety of Indian working class organisations in developing the path of united struggles against the neo-liberal policies of Government has further been cemented during his tenure. The leadership of confederation has come back to the Postal Organisation after a long period of 44 years and comrade Krishnan is leading the movement of CG employees in the path of struggle with firmness and it is noteworthy to mention that the unity of all JCM National Council organisations has reached its zenith with all coming together in championing the cause of three lakhs of Gramin Dak Sewaks and thousands of casual labourers in Postal and CG services due to his firm efforts. Ideological education of all cadres and employees through several All India and Regional Trade Union Camps under the banners of NFPE and Confederation; Concrete organisational steps for mobilizing the women employees of Postal Department as well as the Confederation level are some of the landmark achievements of Comrade Krishnan. The National Executive notes with happiness that all the affiliates of NFPE have always maintained a unified stand on all important activities of the Federation and this unity is due to the confidence created amongst all affiliates by the unifying leadership of Comrade Krishnan. The relinquishing of charge as the Secretary General of NFPE by him due to his superannuation from the Government Service is a huge loss to the movement but the Executive wishes to get his valuable advice and guidance to the Federation in the days to come. The National Executive places on record its unstinted gratitude to Comrade M.Krishnan for his able leadership to the historic organisation of NFPE not only as Secretary General but in numerous other capacities as well during his long service.  The Federal Executive further resolves that Com.M.Krishnan will continue to be in the Federal Executive of NFPE even after handing over charge, till the next Federal Council meeting to be held in May 2016.

II.          Resolution adopted by CWC meeting of AIPEU Group - C (CHQ)

                   RESOLUTION ON THE SERVICES OF COM. M.KRISHNAN, GENEARL SECRETARY, AIPEU GROUP-C CHQ & SECRETARY GENERAL NFPE/CONFEDERATION

            The Central Working Committee of All India Postal Employees Union Group ‘C’ (CHQ) held in Ongole (Andhra Pradesh) from 22.8.2014 to 24.8.2014 unanimously appreciates the sincere, superb and outstanding services rendered by Com. M. Krishnan as General Secretary of AIPEU Group ‘C’ (CHQ) and Secretary General of NFPE & Confederation during his tenure and like to place on record our whole hearted compliments,greetings and commendations to him and also acknowledge and recognize him for his unparalleled and appreciated service, which definitely resulted in charming the organization to new heights and also in settling many of the long pending demands of the Postal employees, especially Postal Group ‘C’ staff.

Com. M. Krishnan’s contributions in enhancing the prestige and image of AIPEU Group ‘C’ and thereby NFPE as well as the Confederation, will be remembered forever. In order to strengthen the organization and also to enhance the organizing capacity of the rank and file leaders the P3 CHQ  & NFPE CHQ under the leadership of Com. M. Krishnan is maintaining constant communication with the general membership through website and also the Bhartiya Post and Postal Crusader monthly journals. The Trade Union classes and workshops organized by Com M.Krishnan, General Secretary for the NFPE and the Confederation has also contributed to a great extent in improving the quality of the organization. The need of the unity amidst the working class of all sections as well as Government employees, organized and unorganised workers, he preached and also practiced during his tenure upsurge him to the  standard of a great statesman and a living legend. It is only Com M. Krishnan, who spends more than 20 hours daily for the working class all along during his tenure.

Com. M.Krishnan is a vivacious, vibrant,meticulous hard working and fully committed leader and is always working for the upliftment and welfare of the Postal employees, especially most down-trodden three lakhs Gramin Dak Sewaks. He has also extended his helping hand to all affiliated unions of the NFPE as the Member and then Leader of the JCM (Departmental Council) Staff side. He is also the All India Secretary General of the Confederation of Central Government Employees & Workers and is at the forefront in implementing all the programmes of the Confederation. The two days strike in February 2014 demanding the formation of the Seventh Pay Commission cut the ice and is one of the milestone in the history of the CG employees’ movement.

Com M.Krishnan has pioneered and crusaded his best in making the General Strikes conducted as per the call of Central Trade Unions and other Federations including NFPE against the anti-people and anti-worker policies of the Govt. a grand success in the Postal Sector. As the Secretary General, National Federation of Postal Employees he built the unity of all the Postal employees and conducted various trade union actions which have prevented the adverse effect of implementation of the new economic policy in the postal sector and to save the postal service as a public utility service. The mass recruitment to the extent of 30% and more in the postal is the major advancement of the Federation for which the skill and negotiating capacity of the Secretary  General NFPE Com M. Krishnan are fully exploited. The fight against closure of 9797 Postoffices and 300 RMS offices in the name of McKincey Consultancy’s recommendation, the campaign against the New Postal Policy and the move of the Govt. to privatise postal services by granting licence to Courier Services, the Cadre Restructuring agreement etc are examples of his uncompromising stand, hard-bargaing and negotiating skill. His capacity to make inspiring and educative speeches and also taking class are worth emulating.

This Central Working Committee of this Union, while saluting Com. M. Krishnan for his devoted and dedicated service to the Central Govt. Employees and Postal employees, especially to the CHQ of AIPEU Group ‘C’ hereby resolved to utilize the valuable and experienced services of Com. M. Krishnan in the AIPEU Group ‘C’ (CHQ) till the next All India Conference to be held in June 2015.

In regard to the services rendered by Sri M.Krishnan to the employees, I am unable to find words to express my appreciation towards him. In the last few years my relationship with him is very cordial and it became useful to the Postal employees.  His manner of approaching official side with the issues of staff is bold as well as of positive nature .

So far I do not find negative attitude in him during the negotiation with official side. The retirement of Shri  M.Krishnan from the Department is a great loss to the Postal employees in particular and  central government employees  in general .

In fine , I feel that a good friend of mine is retiring from the service.. I pray to  the Almighty to shower blessings on him and his family members to give happiness and prosperity .

CWC, AIPEU GROUP 'C' HELD AT ONGOLE - A REPORT

In continuation of the CWCs already held at Hyderabad and Guwahati, the third Central working committee of AIPEU Group ‘C’ was convened at Ongole – A. P. from 22.08.2014 to 23.08.2014, after the Last AIC.

The NFPE & AIPEU Group ‘C’ flags were upraised by Com. Giriraj Singh President NFPE and Com. R. Sivannarayana CHQ President respectively. Out of 15 office bearers the following Thirteen were present.

The CWC eleaborately discussed in length and breadth of all the issues related to technology, Core Banking solutions, Core Insurance solutions, MACPs, Cadre restructuring JCM Departmental Council items, Postal JCA Charter of demands and programme of action and Confederation Charter of demands etc.

The following are the important decisions arrived by concensus in the CWC.

1.      The Confederation’s effort for inclusion of GDS demands in 7^th CPC, DA merger etc has been endorsed.

2.      The upgradation of pay scale of PA/SA and supervisory posts will be given due importance while oral evidence with 7^th CPC.

3.      CWC full endorsed the AIPEU Group ‘C’ (CHQ) Memorandum to 7^th CPC.

4.      The CWC endorses memorandum submitted by NFPE, JCM NC, Confederation, demanding minimum wage as per 15^th ILC, DA merger etc. Five promotion & inclusion GDS in true spirit.

5.      The CWC decided to insist the department to implement the agreed cadre restructuring proposal at the earliest.

6.      The CWC directed all Divisional and Branches as well as the Circle Secretaries to celebrate the Diamond Jubilee of NFPE in a befitting manner by holding conventions, meetings, recognize the services of old leaders etc.

7.      The CWC requested all the divisions and branches to observe Postal JCA programme of actions to clinch all the 39 demands.

8.      To end the election dispute of Delhi Circle, it has been decided to conduct General Body by CHQ itself on the basis of actual membership being existed in the divisions after obtaining legal opinion.

Further to the above decisions, the following resolutions have been passed unanimously.

1.      In the wake of retirement of Com. M. Krishnan, General Secretary on 31.08.2014, Com. N. Subramanian Deputy General Secretary will officiate in the post of General secretary and Com. M. Krishnan will continue to function in the CHQ till ensuing AIC.

2.      Repairing of building of Tarapada Bhawan at New Delhi may be executed as the present state of the building needs rewiring plastering of roof and floor etc. The proposed expenditure will be around Rs. One Lakh.

In precise, the CWC has gone in a constructive manner and the discussions were in detail. The decision taken above will be the road map to the CHQ for its effective functioning. The views and suggestions deliberated by the CWC members have been taken proper note of and they will be taken up with the Directorate and other levels.

CWC recorded its special and sincere thanks to the host of the CWC, (i.e) the Andhra Pradesh Circle Union and in particular to Com. D. A. S. V. Prasad, Circle Secretary, Andhra Pradesh and the divisional union, Prakasam division for volunteering to host the CWC and for the elaborate grand arrangements they made for this meeting and also the wide publicity given through posters and website.
