31st ALL INDIA CONFERENCE OF ALL INDIA RMS & MMS EMPLIOYEES UNION GROUP ‘C’ HELD AT PETHAPUR GANDHI NAGAR, AHMEDABAD (GUJARAT)
FROM 21ST TO 24TH JUNE, 2016
POLICY AND PROGRAMME RESOLUTION.
1. In-spite of the reports of recovery there is no improvement in the economic crisis world over and especially in the capitalist countries. The present crisis is due to the inherent in consistencies in the capitalist system and its contradictions have ultimately resulted in the crises. The imperialist globalization policies had resulted in curtailment of social security measures, aggravation of poverty unemployment, large scale,privatization, crises in agricultural sector and industrial sector. The entire burden of the capitalist crises is thrown to the shoulders of the working class and common people of these countries, including our country. At the same time resistance and fight against these policies are also going on throughout the world and especially in India. This 31st AIC pledges full support and solidarity to the common people and working class who are fighting against these anti people and anti-labour policies for protecting the freedom and sovereign city of our country. This AIC also pledges solidarity with the fighting masses all over the world who are struggling for establishing an exploitation- less society with the slogan “ Socialism is the only alternative”.
2. The NDA Government lead by the BJP which came to power of the 16thLok-Sabhaelection, has completed two years in office. The slogan “Achhe Din” was given during the election.But it is proved now that the Govt. stands for the rich and corporate class and has declared total affinity to the neo-liberal economic policies. Due to thevigorous implementation of this policies like allowing 100 % FDI in Govt., Public and private sector including defense, Railways, retail, insurance and banking, disinvestment of public sector undertakings, privatization and corporatization of Govt. Department, outsourcing Govt.functions including health and education sectors. Unemployment is increasing day by day. The land acquisition ordinance of the Govt. to facilitate real estate sector, was opposed and defeated by the farmers of our country. To expedite the policies, the ruling class is trying to divide the people on cast, religion and various other issues thereby weakening the unity of the working class which opposes these policies.Various labour laws are amended in favour of the industrialist. The concept of democracy is diluted and on the other hand autocracy is given priority by the Govt. in various institutions.
This AIC notes with pleasure that all the central trade union of the country has come together to resist the neo-liberal policies of the Govt. In the 2015 September 2, general strike about 15 crores workers, both organized and unorganized and also various other sections like farmers, agricultural workers, youths, students etc. participated. In many states the transport system has come to a stand-still. Central Govt. employees and postal employees under the banner of confederation of Central Govt. employees and workers and NFPE has also participated in the one day strike in a massive manner. This AIC salutes and congratulates the working class of our country for making the strike a thundering success.
3. The UPA Govt. was compelled to appoint seventh Central Pay Commission after a sustained struggle under the banner of confederation of central Govt. employees and workers including NFPE, like one day strike, 48 hours strikes, parliament marchetc. This time, on common demands of the central Govt. Employees, one joint memorandum was submitted by JCM (NC) staffside. Regarding postal sectional demands NFPE and all its affiliated unions submitted separate memorandums to the pay commission. The JCM(NC) staff side has also submitted a separate memorandum demanding merger of DA and grant of Interim Relief.. The JCM(NC) staff side / NFPE and postal JCA demanded Govt. to include three lakhs GDS also under the purview of the 7th CPC and conducted series of agitational programmes. The 7th CPC submitted its report to the Govt., after 21 months on 19th Nov 2015. The report is totally retrograde and disappointing. The NJCA, the united movement of JCM(NC) staff side organizations submitted a detailed memorandum to the Govt., demanding modifications in the recommendations of 7th CPC including minimum wages and fitment formula. The Govt., constituted an empowered committee of secretaries under the chairmanship of cabinet secretary to study and submit final proposal to the cabinet.The empowered committee instead of negotiating with the JCM staff side for an amicable settlement, held only one meeting with the staff side that too fast to hear the views of the staff side and no negotiation was held. Aggrieved and agitated over the totally negative and indifferent attitude of the Govt., the NJCA decided to go on indefinite strike and accordingly strike notice was served on 9thJune 2016 and the indefinite strike will commence on 11th July 2016. NFPE and all, its affiliates had also served strike notice including the postal sectional demands such as upgradation of pay scales of various cadres. This 31st AIC calls upon the entirety of Postal employees, especially RMS & MMS employees, to conduct intensive campaigning throughout the rank and file workers and make the 11th July 2016 indefinite strike as historic success.
4. In the wake of aggressive implementation of neo-liberal policies like large scale disinvestment of PSUs and FDI in all sectors and also amendment to labour laws, the central trade unions have once again given a call for nationwide one day general strike on 2ndSeptember 2016. Confederation of CGE & workers and NFPE being a part and parcel of the main stream of the working class, has endorsed the strike call. This AIC calls upon the entire postal employees to make the 2ndSeptember 2016 a grand success.
5. This 31st AIC after detailed deliberations on the sectional issues of the postal employees and in particular RMS employees, notes with grave concern the discrimination meted out to the RMS employees while issuing the cadre re-structuring orders by the department of posts., RMS, Circle office, Postal Accounts, MMS, SBCO staff are totally neglected even though in the cadre restructuring agreement signed by the staff side and administration, all sections are included. This AIC strongly protest against the discriminatory action of the postal department and urge upon the Govt., and Department of Post to take immediate action to implement cadre restructuring for the above left out cadres also without any discrimination. This AIC therefore resolves to conduct phased programme of action during July-September and further urges upon NFPE central leadership to organize serious agitational programmes including strike,if the Govt., fails to implement the orders within a time frame, ending discrimination.
6. This AIC views with grave concern that the Govt., has not yet dropped the implementation of the task force committee report and MNOP.Further department has failed to fill up about 70000 vacancies in the postal department as per the authentic report of the 7th CPC. The implementation of the IT modernization project without proper application of mind and without providing minimum necessary infrastructural facilities had added further to the miseries of employees. This AIC urges upon the postal department to take immediate action on these important issues faced by the Postal & RMS employees so that the situation may not go from bad to worse. This AIC further demand the postal department to discuss the above issues with the staff side and settle it immediately in a time bound manner.
7. Under the banner of NFPE, the AIPEU-GDS was formed in the year 2012 and it has formed circle/divisional unions in almost all circles and divisions. All the affiliates of NFPE are extending full support and cooperation to the AIPEU-GDS leadership. NFPE & AIPEU GDS has conducted series of agitational programmes for inclusion of GDS under the purview of 7th CPC, but Govt., has unilaterally appointed a separate committee under the chairmanship of retired postal board member Shri Kamlesh Chandra. NFPE, AIPEU GDSand confederation has submitted memorandum to the GDS committees, Evidence before the committee was also given jointly. This AIC declares full support and solidarity to three lakhs GDS in their struggle for grant of civil servant status and for grant of all other benefits like pay, allowances, pensions etc.
This AIC further calls upon all the postal & RMS employees to extend full support and cooperation to the AIPEU GDS leadership- at all levels for collecting maximum membership authorization form in favour of AIPEU GDS, so that in the ensuing GDS membership verification, the AIPEU GDS will come out successful with flying colours with maximum votes in its favour, thereby becoming one and the only recognized GDS union.
1. RESOLUTION ON COMMON DEMANDS OF CENTRAL GOVERNMENT EMPLOYEES
This 31ST th All India Conference of All India RMS & MMS Employees Union Group `C` held at Pethapur, Gandhi Nagar, Ahmedabad (Gujarat) from 21st to 24th June, 2016 views its grave concern to the negative attitude of the Central Government in settling the following 15 Point Chart of demands submitted by Confederation of Central Government Employees & Workers to the Government
1. Revision of wages with effect from. 1.01.2011 all Central Government Employees including GDS.
2. Merger of DA with pay to the Central Government Employees including GDS
3. Compassionate appointments
4. Functioning of the JCM and implementation of the arbitration awards.
5. Remove the ban on recruitment and creation of posts
6. Downsizing, outsourcing, contractorisation etc.
7. Stop price rise and strengthen PDS
8. (a) Regularisation of daily rated workers.
(b). Absorption of GDS as regular postal employees
9. Introduction of PLB and removal of ceiling limit
10. Revising OTA and Night Duty allowance rates
11. Arbitration Awards.
12. Vacate All Trade Union victimization
13. Right to strike
14. Career progression (5 promotions in a cover)
15. Scrap the New Pension Scheme
This A.I.C. resolves to request the Confederation of Central Government Employees & Workers and JCM staff side to organize serious agitational programmes culminating indefinite strike for realization of the above demands. This A.I.C. further calls upon the entirety of RMS & MMS employees to make all the programmes of the Confederation and the JCM Staff side a grand success in the RMS & MMS
2. RESOLUTION ON CADRE RESTRUCTURING
This A.I.C. seriously observing that Directorate vide Memo No. 25-04/2012 /P.E.I dated 27th May, 2016 orders for the restructuring of Group `C` of Postal Wing only have been issued while the proposal was for the Postal, RMS, SBCO, Circle Office, Postmen /Mail Guards & P.O. RMS Accountants,
The Committee constituted by Department on Cadre restructuring of Group `C` employees vide No. 25-4/2012-P-I dated 23rd October, 2013 held its discussions on 4th February, 2014 at 15.00 hrs & on 5th February, 2014 at 14.30 hrs under the Chairmanship of Shri V.P.Singh DDG (P).
An agreement in this respect was signed between the Department of Posts & NFPE & FNPO on 28th April, 2014.
Issue of orders in respect of Postal Wing only is total violation of the agreement mentioned above.Issue the orders on the restructuring proposals in respect of RMS, SBCO. Circle Office Postmen /Mail Guards and P.O. & RMS Accountants at an early date.
3. RESOLUTION ON SCRAPPING OF NEW PENSION SCHEME
This 31st A.I.C., while vehemently opposing the new pension scheme introduced from April 2004, strongly urges for scrapping of the scheme in toto. The argument advocated by the Government that the total outgo on account of payments for the existing central government employees has gone up from Rs. 5,206 Crores in 1993 / 94 to Rs. 22, 618 Crores in 2003 / 04 and there is need to switch over from defined benefit pension Scheme to defined contribution Scheme does not hold water. The value of money and the Indian currency in the global market, the rise in price index and the rise in the rate of inflation are not taken into account. As the cost of living steadily increases along with the fiscal standards, the increase shown in the payment of pensions is only theoretical. Further, it is argued that many countries are switching to the contributory scheme also is irrelevant. Because, so many western countries which are quite often quoted as models by the ruling elite are paying pension as a social security for its employees ranging from 40 per cent to even 55 percent of the last pay drawn.
This A.I.C. further notes with concern that the amount accumulated in the pension fund by contributions from the employees and the departments they are employed is proposed to be invested in the trade of the share market. It is everyone’s knowledge that the share market is a heartless giant and the gambling is known for its fluctuations, many of the slumps are deliberately orchestrated to suit the needs of the trade gamblers. The fate of the hard earned money of the employees will be at the mercy of these unscrupulous elements. This is highly unfair and un-warranted.
The new pension scheme is against the interests of the employees for the following reason:-
i) It displaces the age-old scheme of social security
ii) The fund raised in the pension will be invested in private share market for which there is no security
iii) The contributory pension scheme does not guarantee the equal share as that of the employee by the Govt.
Hence, this 31ST th All India Conference of All India RMS & MMS Employees Union Group `C` held at Pethapur, Gandhi Nagar, Ahmedabad (Gujarat) from 21st to 24th June, 2016 strongly feels that this anti-employee new pension scheme may be scrapped once and for all. It further unanimously resolves to urge the Govt. to drop the proposal and to restore the original defined Benefit Pension Scheme.
4. RESOLUTION ON MODIFIED ACP SCHEME
After adopting the MACP Scheme in Postal, we have taken many issues affecting the employees and modified to the extent benefitting the employees. The major issue is related to the constitution of Scrutiny committees at divisional levels to review the CRS for five years for upgrading bench mark for those who have not been granted MACP due to application of benchmark. The department has once again reiterated the same order to compile the same where it was left out. The following issues were taken and settled by the Federation during the period under review.
i) Constituted Scrutiny committees at divisional levels to review the CRS for five years for those who have not been granted MACP due to application of benchmark.
ii) Clarified that if there is no currency of punishments as on the due date for MACP, it should not be withheld and it should be accorded with retrospective effect.
iii) Clarified that for promotees they need not wait for completion of 20 years of service and they should be granted MACP on completion of 10 years service in PA cadre,
iv) Clarified that opting for defunct Accountant scale shall not be taken as promotion and not to be counted for MACP.
After serving the strike notice, the Department has once again issued a detailed clarificatory orders on MACP vide its No. 4-7 (MACPs)2009-PCC dt 30.06.2011 in which the following is focused.
i) Again the process of upgrading CR entries shall be exercised for the left out officials within one month.
ii) Even after, there is no scope to upgrade the CR entries; the official shall be given an opportunity to represent within 15 days before such ACRs are placed in DPC.
iii) Screening committee may be constituted to consider the left out cases.
Based on the above, the process of MACP would have been completed in many left out cases. Still the following main issues are not sorted out.
i) MACP shall be considered on completion of 10 years service in one cadre. Any promotion acquired by writing the competitive examination shall not be equated with MACP promotion. The Jodhpur Judgment shall be honoured and implemented.
ii) Application of bench mark shall be dropped up to pay band 2 levels
iii) Grant of MACP to those declined LSG promotion prior to issue of MACP orders (ie) 18.09.2009.
iv) Non grant of third MACP by counting 10 years from TBOP in case of Promotees.
This AIC urges the Department to consider and cause orders on the above mentioned items in particular the implementation of Jodhpur CAT judgments. This Federal Council further appeals the Confederation and the Staff side of the JCM National Council to take up this seriously for the immediate implementation of the judgment to all the
5.RESOLUTION ON BUREAUCRATIC EXCESSES
This 31st All India Conference of All India RMS & MMS Employees Union Group `C` held at Pethapur, Gandhi Nagar, Ahmedabad (Gujarat) from 21st to 24th June, 2016 notes with grave concern that the postal bureaucracy in several places all over the country exhibit tendencies of bureaucratic excesses. Coupled with flouting of several departmental rules and regulations to adopt a rule of whims rather than rule of law, the corrupt practices are on the increase. As always the case, many of the corrupt practices are meticulously planned to escape detection and apprehension. The general policy of the department like closure of RMS offices etc comes in handy to these corrupt bureaucrats who reportedly enter into unholy understanding with landlords to vacate buildings by closures. Purchase of computers in unimaginable proportions for exorbitant prices while the market shows drastic fall in computer prices is an area worth investigating for corrupt practices. The practice of spending in lakhs in the name of developmental meetings in star hotels and in the name of marketing of business premium products is another area of bureaucratic excess that requires investigation to check wasteful expenditure. The financial powers have been brushed aside by many PMGs in renovating their quarters and beautifying them by spending lakhs of rupees. The funds allotted for staff quarters were diverted and there is no check in spending by such bureaucrats. The tendency to close the eyes for whatever happens behind the screen of marketing management should come to an end. The wastage of expenditure at every new incumbent occupying a position for decorating and redecorating the chambers of officers to the tastes of new incumbents is also a bureaucratic excess only.
The attitude of the bureaucracy towards unions and staff is antagonistic in general at several levels and we are not talking about the exceptions here. The antagonism is getting accelerated day by day due to the implementation of neo-liberal policies of the Government in Department of Posts. The liberalization policies attempt to attack the interests of employees severely and the Officers being the implementators of those policies often takes it personally and overzealously to reach targets as fast as they can, let it be closure of the offices or abolition of posts and they consider any resistance from unions as intolerable. This attitude leads to bureaucratic excesses in several places where the vindictiveness of the worst kind is witnessed. Staffs are harassed; they are punished harshly for small lapses too. There are some officers who have scant respect for unions and behave in such a way that they are the monarchs and the unions are unwanted subjects. These officers don’t follow the rules and cancel the monthly meetings at their whims; refuse informal meetings to union office bearers and refuse to discuss in a transparent manner on issues that affect the interests of staff; resort to punish the union office bearers at the first available flimsy opportunity.
The FR 17 (a) awarded in Punjab Circle for holding demonstration on leave and the Rule 16 and punishments awarded to 17 officials for demonstration after working hours in the Andhra Pradesh circle are the glaring examples prevailing in the lower level. The lower officers, without any sense but with full prejudiced mind award punishments by misusing the powers. There is no check by higher officers.
This A.I.C. therefore calls upon the Postal Board to issue proper administrative instructions to correct the tendencies of bureaucratic excesses of all kind and ensure function at all levels transparently and according to rules and guidelines.
6.. RESOLUTION ON PROBLEMS OF WOMEN EMPLOYEES:
Based on international Labour Conference decisions of 1919, the Govt. of India reviewed the problems in depth and suggested its opinion before ILC in 1921.
Pursuant to the decision of Royal Commission Recommendations of 1930, Maternity Benefits Act was promulgated in our country. Thereafter the Government of India extended certain benefits to working women employees.
Nowadays, the percentage of women employees have increased steadily in Government departments by virtue of their merits and qualifications. It is their onerous responsibility to actively involve themselves in the Trade Union movement at all levels and this conference appeals their active role in this august organization.
LEAVE RESERVE:
Due to availing maternity leave and leave availed for pre and post-natal care, there is a greater degree of absenteeism among women employees which is unavoidable. After the introduction of child care leave and enhancing the number of days for maternity leave, the need of more leave reserve is felt in the department Sanction of enhancing the percentage of Leave Reserve strength to the extent of 20% is inevitable. There should be no bar in granting child care leave due to shortage of staff and inadequate LR strength.
CRÈCHES:
The Department has issued orders to subordinate offices to provide Crèches under certain condition. These require liberalization. However the number of employees is small, the Department may on payment, enter into arrangement with crèche houses opened by other Department like Telecom etc. to enable the Postal Women employees to leave their Children under the care of trained matrons when they proceed to work. The grant from the welfare fund shall be revised and it can be paid from the state funds instead of the circle welfare funds.
TRANSFERS:
Though the Government has issued orders that women employees should be transferred to the stations where their husbands are serving etc., at field level, there appears to be much delay to concede their request. Many of their cases have not been considered in practice.
The women employees should not be posted where basic facilities are lacking. Even though, the Department caused order based on our request, this is not being properly adhered to.
This A.I.C. appeals the Department to entertain transfer cases to their native places as requested in respect of unmarried women employees and to the places where their husbands are working in respect of married employees without putting any restrictions, reservations or rejections.
This A.I.C. notes with serious concern on the denial of Sixth CPC recommendation on the Flexi working hours for women employees by the Department at Departmental council meeting. The proposal would have been forwarded to nodal ministries instead of rejection.
HOSTELS:
Keeping in view that women employees both married and unmarried have to serve away from home-stations due to circumstance beyond their control, the following are suggested.
1. That women hostels may be constructed if the number of women employees is large and
2. Rooms may be reserved for women employees in hostels which may be constructed in other Department of Government.
3. Allotting staff quarters earmarking for women employees who are working in those places out of their native places.
DEPUTATION:
In the case of Leave Reserve period, the women employees are indiscriminately subjected to deputations to single handed offices and other offices where basic amenities are not available and offices which are beyond 8 KM radius resulting in change of Head Quarters. This should be avoided.
This A.I.C. resolved to appeal to the Department of Posts to consider the women employees problem in depth and settle those, which are within the ambit of powers.
This 31st A.I.C. further appeals to all women employees working in all the circles to involve themselves actively at all levels and uphold the glory of our mighty Union and also to protect the interest of all.
7.RESOLUTION ON THE ISSUES OF RMS AND MMS GROUP ‘C’ STAFF
1. This AIC resolved to request the Postal Administration to provide required facilities like good quality computers, Scanners, Printers and UPS in the CRC, Speed Post Hubs and Parcel Hubs so as to improve efficiency and to minimize the difficulties of the employees.
2. The AIC strongly protest against the unscientific Norms introduced in the CRCs/SPCC and also request to stop the harassment in the name of new norms against the officials working in CRCs.
3. AIC resolved to request to provide work material in RMS offices by replacing outdated wax seals, plastic bags and jutes and also demands timely repair and maintenance of RMS buildings.
4. This AIC demands that all SPCC Hubs throughout the country should be under the control of SSRMs/SRMs as SPCC is the part of RMS.
5. This AIC demands that all L-2 offices should be made as Intra –Circle Hubs to avoid back routing of SPCC articles.
6. P.O. & RMS Accountants are not allowed LSG/HSG-II Accts posts as per the Dte. Letter No. 137-4/2006-SPB II dated 30.5.2006 for the reasons of no specific instructions or amendments made in the recruitment rules for LSG & HSG-II posts. Specific amendments may be made in the Recruitment Rules for LSG/HSG-II Accts in HRO Accts branch in RMS Wing as done in Postal Wing.
7. All L-2 Offices should be identified as Intra Circle Hubs.
8. AIC resolved to request Stop the move to dismantle MMS and outsourcing MMS Drivers, Fill up all vacant Posts of Drivers, Artisans Cleaners, AMM, Manager and Dy. Managers, Supply of Uniforms and sanction justified posts of Drivers and Artisans and replacement of condemned vehicles.
9. RMS/MMS officials may be allowed to appear for in PSS Group `B` Examination.
10. Early release of HSG-I recruitment Rules and absorb all the HSG-II officials in the existing HSG-I posts and extend the Adhoc arrangements.
11. 6th CPC had upgraded the scale of HSG-I and placed in the pay scale of Rs. 7450 but the benefit of the same denied to holders of the Posts and arrived their pay for fixation by multiplying of Rs. 6500/- by 1.86.
Stepping up the pay of Seniors at par with juniors in MACP.
12. Revision of Over Time Rate and pay ceiling fixed for performance of OTA Duty to be ordered at the earliest. Over Time Rates were revised during 1990. Implement the Arbitration Award in this regard. We have no alternative to stop perform Over Time Duty if the rates are not revised immediately with retrospective date.
13. Revise the wages of Part-Time / Contingent employees and DRM and stop outsourcing the work done by Part Time/Contingent/DRM.
14. This AIC resolves to grant two special increments to the staff working in AMPCs.
16. This AIC also viewed with grave concern in the delay of public mail and accumulation of mails in L-1 offices after implementation of MNOP and requests to take steps to review and settle the issue. The Second Class mail hubs, Parcel Hubs introduced as the third stage of MNOP is a total failure and it caused unnecessary back routing of Second class mail bags and accumulation of extra bags, double handling of bags in the sections. This A.I.C. resolved to request to review the necessity of the L-I, L-2 hubs for Second Class mails and Parcel hubs immediately.
17. It is requested to bring all BPCs Speed Posts centers, Logistic posts Centers etc. under RMS Division and to post LSG, HSG-II and HSG-I as incharge.
18. This AIC resolves to grant two special increments to the staff working in AMPCs.
19.Revise the norms for R-Net as the present system v is very slow as compared to earlier system.
20. Separate Establishment for NS Hubs and Parcel Hubs.
21. Norms for Parcel Hubs & Mail Agency Branch may be evolved.
22. Withdrawal of collective responsibility” for the loss & misspent of articles & bags.
23.Replacemehnt of all condemned M.M.S. vehicles.
24. This A.I.C resolves to cause action to provide basic amenities in all Rest Houses & RMS sections.
25.. This AIC resolves to request the authorities to cause immediate repairs to all needy RMS buildings, Postal quarters on war foot basis.
26.. This AIC resolves to request to frame clear norms for processing Speed Post’CRC mails without any ambiguity and considering the practical feasibility.
27. Department is considering parcel as the business of hour, ignoring the volume or size of parcels, a large number of parcels are being booked. This is creating trouble in transmission . Staff on parcel duties, especially ladies are facing hardships in dealing with. It is resolved to fix the norms in size & weight.
38. This AI.C. resolves that work of R.P. Sorting should not be merged with work of Parcel sorting to avoid loss of revenue Trace and Track should be arranged separately in R.P.Sorting.
29. The Postal dispensary at Siliguri is in miserable condition since long. Hardly any doctor or other medical staff are available regularly throughout the year. This matter should be viewed seriously and as early as possible as a large number of Postal beneficiaries are dependent on it.
30. Demand timely repair and maintenance of following RMS/MMS buildings and request to provide hygienic atmosphere in work place.

31.Repair/ Renovation of RMS Offices and Rest Houses:

(Kol RMS), Samastipur RMS,Palakkad, Vatakar, Kottayam, Sahibganj Rest House, Lalgola Rest House, Bankura Rest House, NJP Rest House and Bhagalpur Rest House, `C` Dn. Rest House Howrah and in Karnataka Circle and other Circles.
32.This 31ST th All India Conference of All India RMS & MMS Employees Union Group `C` held at Pethapur, Gandhi Nagar, Ahmedabad (Gujarat) from 21st to 24th June, 2016 notes with deep concern that the budgetary allotment under medical head exhausts only to pay the medical advances /claims for treatment of patients suffering from above noted diseases which require a lot of amounts . Consequently medical claims of general cases are not possible to be reimbursed for scarcity of fund. A huge number of medical bills are pending in various Divisions of this Circle. Directorate is urged that special allotment of medical fund is made for treatment of dreadful diseases which require a lot of amounts, in order to enable the general claimants to get their medical bills reimbursed in time from the general allotment under medical fund.
33. Supply of 40 seated Railway Bogies for R.M.S Sections in place of 20 seated.
Railway Authorities are providing short space of 20 seated Handicapped bogies to R.MS Sections for carrying mails instead of 40 seated S.L.R bogies as required for. Consequent upon such non supply of adequate accommodation for carrying mails, misconnection of mails or non loading of mails occurred very often and thus transshipment of public mails are suffered badly.
Directorate is urged to take up with the Railway authority to provide 40 seated SLR Bogies to the RMS Sections in the interest of quick disposal of public mails.
34.Recruitment to the candidates who are waiting in compassionate ground
Note: - There is a bar of recruitment in c/w died in harness (compassionate ground) They ceiling cannot move at this moment. The candidates who are willing to work as GDS official (obtaining option from them) can provide for GDS candidates. This exemption can provide for one time measure, as there are so many family who are hand to mouth.
35.Allotment of special medical fund in c/w incurable diseases,
Notc:- There are so many diseases which are totally in curable such as cancer, heart diseases diabetic etc special medical fund to the allotted for those medical treatment.
35 (b).Recognition of some super specialist hospital for critical treatment for AMA beneficiary
Note:- Due to the worst suffering the officials are compelled to take treatment in same superspecialist hospitals in the cities. But considering the gravity we propose for recognition for critical treatment to these superspecialist Hospital for the AMA beneficiary.
36.Provision of Departmental / Rly. building for Gurgaon, Biwani Stg. and Rewari s.
Both Stg offices are functioning in a rented private buildings where sufficient space is not available besides this land lords mercy etc. is awaited far any renovation, However Rewari RMS is functioning in a cement Godown of Rewari Rly.Station, without safety /basic facilities. This item s pending in JCM (RC) since February 2014.
37. Payment of OTA to the official drawing mere than Rs.2200/ in pre revised scale
This item is pending since 2010 in circle . The circle office is waiting for reply from Directorate in this regard. One time relaxation may please be given and all pending OTA should be drawn.
38. Drop proposal of shifting mails to AMPC Delhi from the offices of NCR.
39. Shift Parcel hub from Gurgaon Sorting to Haryana Stg. Office;- There is space problem far parcel hub in Gurgaon Stg. Public generally come far quarrel when their vehicle have no space to pass at the time exchange of mail. Delhi is connected with all over the country from RJy. Gurgaon cause undue delay to parcels of public.
40.. Repair of Rly. X-ing at Panipat/Hissar and provision of fly. X-ing at Kurukshetra Stg.
This matter is pending since 2010 . The circle office has made correspondence with Dte. the reply is awaited.
41.The SSRM Hyderabad Stg issued orders to grant TBOP to all the officials who rendered the service in APS after duly considered by the DPC. The HRO implemented the orders of the SSRM and the pay fixation was made accordingly. After some tome the SSRM issued orders to recover the amount paid to them by granting TBOP. All the official who got the benefit approached the CAT of Hyderabad. And obtained stay orders from the honourable CAT. The SSRM issued orders to recover the amount from the officials of AHRO A/Cs and the amount
was recovered from them. After some time the Directorate issued orders for granting TBOP taking into account the service rendered in APS. All the officials who are eligible were granted TBOP and the pay was fixed accordingly. But unfortunately the amount recovered from the officials of AHRO A/Cs was not repaid back. The matter was taken up with the Chief Postmaster General who instead of taking a decision into the matter referred to the Directorate vide letter no ST/TBOP/APS/2009dated 17-12-10,25-JO-13,9-9-14&in the month of may 2015. The matter is still pending in the directorate. This issue may be taken up in the JCM departmental council.
42. Polythiene bags from RMS offices
Polythene bags are being used in RMS offices in place of canvas and blue bags. Adequate supply of canvas bags has not been ensured so far. Even bags of fertilizers, cement etc are being used for transmitting postal articles. Most of the bags are devoid of the nomenclature and logo of the dept. These bags cause environment pollution in addition to health problems. Action is requested for the supply of the canvas bags withdrawing all the polythene from use.
43. Utilization of MNOP funds:-.
MNOP funds are not being utilized for needy and essential items. Materials are being purchased without any consultation with staff side. Priority items are neglected and funds are being utilized for the items which are not required for the functioning of RMS offices. A review of the utilization of funds is requested and instruction may be issued to prepare priority list for the utilization of funds.
44. Norms for Parcel hubs:Norms for the handling of Parcels have not been revised after computerization of Parcel hubs.Kindly do the needful for fixing norms for the PL Stg. Hubs.
45. Non filling of LSG, HSG-II and HSG-I -. Some of the LSG, HSG-II and HSG-I are lying vacant in each circle instruction may kindly be issued to fill up the posts.
46.Replacement of scaling wax: The wax presently under use for sealing wax caused health problems to the staff and destroying look and feel of the RMS offices. Kindly do the needful for the replacement of the wax by a suitable bag sealing system. -
47.. Supply of good quality of computer paper to RMS offices:
48.. Fill up all vacant posts in all cadres including MMS drivers, Artisans, Manager and Senior Manager.
49. Allot sufficient Medical and OTA funds.
50. Reject Task Force Report and stop privatization and corporisation and outsourcing of Postal services.
51. Stop labour Reforms and stop attack on Trade Union Rights.
52. Extend CGHS facilities to all and introduce cashless system in r/o secving employees also.
53. Fix proper scientific norms for NSH, PH, EPH and CRC.
54. Rationalise CGHS rates and incorporate more and more super speciality and NABL/NABH hospitals in the CG[IS empanelled hospitals.
55. Regularise RTP service for all purposes.
56. Stop deduction of Service Tax on PU retrospectively and deduct prospectively as like insurance and Banking Sector.
57.. Ensure all bask amenities for lady employees in all office premises arid ensure safety arid security from sexual discrimination and harassment.
58. Improve all working softwares and its infrastructure including Trios software.
59. Introduce uniform system of recruitment in r/o MG & MIS in all dries.
60. Introduce 5 day working days in r/o RMS & MMS.
61. Keep RMS & MMS offices closed on holidays and Sundays.
62. Allow MMS Drivers ,Artisans, Technicians also to appear in LGO examination
63. Fill up the posts of(Superintendent Sortng from HSG-I in the Grade Pay of Rs.4800/-
64.Grant of CCL liberally by increasing LR posts. Reject retrograde recommendations of & CPC.
65.Stop disciplinary action on non performance of O.T duty.
66. Grant SDA to all employees of NE Region and other entitled regions at par with A/S without discrimination.
67. Grant SCA to NE Region and other entitled regions simultaneously with SDA.
68. Immediately reintroduce S-40 and S-26 Sections, the only mail communication links to the remotest Barak valley and Tripura of NE Region.
69. Reintroduce old Sorting cases replacing the sorting cases arranged as per MNOP works.
70. Reintroduce Night sets wherever receipt of sufficient mails are there to avoid detention to public mails.
71. Opening of New TMO at Mangalore RMS PF to carter the needs of more number of bags received from MBC,
72.. Enrolment of membership for new recruits should be allowed at the time of joining and deduction of union subscription should be made immediately.
73. Grant of compensatory off in r/o OT duty performed on weekdays.
74. Stop abolition Q-31 ,HB 7, HB and HB-33, U-12 sections and stop introduction of CM MS.
75. Re-fixation of Pay of Ex Servicemen on recruitment in Department of Posts.
Ex-Servicemen on recruitment in SA/PA Cadre are facing Re-fixation of their pay in SA/PA Cadre different circles are adopting different rulings. This AIC requests to Directorate to issue clear clarificatory orders on the subject.
