                        The 107th R.J.C.M. meeting was held on 30.08.2013 at 10:00 AM in the Conference Hall of Dak Sadan, A. P. Circle, Hyderabad. Chief PMG chaired the meeting.  The following have attended the meeting.

Staff Side – OLD Items
Item No. 2-8/2012:

           Irregular Audit objection raised by the P&T Audit for recovery of Incentive paid for NREGS work at Wanaparthy Division.

           P&T Audit has made an objection while auditing at Wanaparthy Division for recovery of excess payment of NREGS Incentive from the two officials.  

          As per PMG (BD), AP Circle orders there is no ceiling for grant incentive for doing NREGS Work. PMG is requested for issue of orders to SPOs Wanaparthy not to recover the incentive from the official.

Decision:

           D.A. (P) is having quarterly Coordination meeting with P & T Audit.  Secretary, RJCM was requested to present the point of view from the staff side.  From the official side, the reasons for dropping the Audit objection should be explained.

OFFICIAL Side – OLD Items
Item No. 1-05/2013:(i)  Approach & Methodology for achievement of targets like PLI/RPLI.

PLI / RPLI : 
Decision:

1. The Staff side informed that they are for developing PLI/RPLI.  However, as the work increases at the S.Os/H.Os, the Divisional Superintendents are not providing the requisite man power.  In this regard, Circle Office shall circulate D.G. orders on outsourcing, which the Divisional Superintendents should invoke for providing relief.

2. PMG, Vijayawada & Visakhapatnam had adduced that the Postmasters are not coming forward to garner business unless they are told every time.  The Staff side was requested to advise the staff to be more pro active.  Incidentally, it is also discussed and emphasized that the business should be genuine.  This message has to go down the line to everyone.ITEM CLOSED
(ii)  Opening of S.B. Accounts : Decision:
1. Regarding opening of S.B/R.D. accounts, the staff side has made a very valuable suggestion that whenever D.A. increases, staff may be encouraged to open R.D. accounts.  This may be communicated to all the Divisional Superintendents.
2. The other point discussed was, opening of S.B. accounts for all staff members, so that salary can be credited in these accounts.  However, on the Pay day and subsequent day, special counters are to be arranged in offices where required for disbursing salaries, so that no staff is put to any inconvenience.  The Staff side has also agreed for drafting a message stating that each NREGS wage seeker is advised to open R.D. account.  At the same time, the Staff side emphasized that adequate man power should be provided at the S.O./H.O. when these accounts are being opened in bulk.  Administrative side has totally agreed for this.
3.  Another important suggestion given was that the RMS staff open R.D. accounts.  For this, the SSRMs shall take necessary steps to collect the amount from the salary of those employees who are willing and credit to the linked Post Office under ‘P.R.S.S.’ Scheme.  Generally, it is the Cashier, who does this work and he is paid some allowance. ITEM CLOSED
(iii)  RD Accounts:

iv)  e – payments:
Decision;Acceptance of examination fees (CETS) through online was taken up earlier with the Directorate & CEPT but could not materialize. The application would be accepted from January onwards every year. For this Technology support required. This activity will be taken up.

(v)  E.P.P.:
Decision:           Transmission of E.P.P. bags in the context of abstractions, were discussed, providing ‘Self Locking Bag Labels’ with Bar Code embedded in it, so that bags are scanned.  During the discussion, it was mentioned that the bag scanning at T.M.O.s is not being done.  As a result, when an abstraction is detected, it is becoming difficult to detect the point of occurrence.  The Staff side suggested that Remote Handled Scanners should be supplied to all the T.M.O.s.  These should be provided.ITEM CLOSED
Item No. 2-05/2013:Improvement of Mail delivery.
Decision:1.              In view of Samaikya Andhra agitation in Coastal Districts, the staff side gave a valuable suggestion that the Collectors may be approached to ascertain whether the mail received for the State Government offices should be kept as C/o Postmaster.  In case they are willing, it should be taken in writing.  PMsG, Visakhapatnam and Vijayawada have suggested that the Divisional Superintendents can also have a dialogue with the staff representatives at Divisional level to ascertain whether mail can be delivered either in the morning or in the evening to the authorized representatives of the respective Government offices, in case they are willing to accept.  This may have to be explored.
.               It may also be placed on record that the delivery performance is improved from 72% to 84% in the last month, in respect of Speed Post.  The Staff side have been thanked for this and this good work should continue in future too.ITEM CLOSED
Item No. 3-05/2013:Elimination of transfer of mail from Set to Set.
Decision:1.  This was discussed at length.  Staff side pointed out that the mail transfer is growing mostly in Hyderabad Sorting, for the reason that the sorting cases supplied are detrimental to the speed of sorting.  They have suggested that the old sorting cases should be used on experimental basis to check comparative speed and a decision could be taken after keeping the Directorate informed. Directorate instructions on the subject ought to be kept in view.
2.  The Sorters, who are limiting themselves to a particular quantum of sorting, may have to be motivated, so that the out put gets enhanced in public interest.
3. The Staff side has also pointed out that in major Post Offices, mail should be sorted as per recent guidelines of the Directorate, in order to reduce the pressure on the mail offices.  The aspect of closing direct bags containing mis-sorted articles may have to be examined by the Mails Branch of C.O, in consonance with the Directorate instructions on the subject and put up to Chief PMG for taking a view on this.ITEM CLOSED
Item No. 4-05/2013:Improving parameters of MNOP.
Decision:       The up dation of Speed Post delivery data in the Sub Offices is, on an average, 50% in the Circle.  The offices which are defaulting on this count, have to be identified and the Divisional Superintendents will be specifically instructed for advising the BPMs/SPMs to update the data.

Item No. 5-05/2013:

Improving parameters of Project Arrow.
Decision:            In regard to Project Arrow, Staff side has pointed out that the staff have been called for from far off places for imparting training for a couple of hours.  It was agreed to that the training shall be decentralized to the maximum extent.  Only in cases where detailed analysis accompanied by relevant training in complicated issues has to be given, the staff will be called to C.O.

Staff Side – OLD Items
Item No. 1-05/2013:Re-opening of Canteen at Dak Sadan, O/o CPMG, Hyderbad.
         It has been bought to the notice of that the canteen facility is withdrawn by closing of the then canteen. It is also enquired through our source that the AD (Welfare), Circle Office has ordered to close the canteen by renaming it as a Lunch Room, which will function from 1:00PM to 2:00 PM only. In this connection, this union fells that the curtailment of Welfare activity provided by the Department from 22.08.1988 (After opening of the New Circle Office premises) is not justifiable.
Decision:         A Committee has been constituted. A target date of 1.11.2013 has been fixed for re-opening of the Canteen at Dak Sadan. 
Item No. 2-05/2013:          Non supply of uniforms to Post Men, MTS and Group – ’D’ Staff in the Andhra Pradesh Circle.
Decision:         Recently PSD, Hyderabad has finalized the tender successfully and supply of uniform cloth will be effected on receipt of funds.  1.5 Crores has been requested vide Circle Office letter No. Dte/PSD/Misc/2009-10 dated 25.07.2013.
Item No. 3-05/2013:            Filling up of all vacant posts of Post Men and MTS/Group’D’ in Andhra Pradesh Circle for the years 2011,2012& 2013 including LR posts and also 59 Posts of PostMen and Group’D’ relating to 2010 also be filled up.
Decision:        Action is under process to fill up the vacancies of Postman / Mail Guard and MTS.
         A notification dated 21.06.2013 for conducting the Examination on 04.08.2013 to fill up 60 residual vacancies of Postman / Mailguards of the year 2009 & 2010 was issued to concerned ROs / City Units.        DP Examination for promotion to the cadre of MTS from GDS under 25 % vacancies for the year 2009 was completed on 07.07.2013.
         Directorate has issued orders to fill up the vacancies of Postman / Mailguard & MTS up to 2012 year wise. Action is being taken accordingly to fill up the vacancies as per the recruitment rules and administrative convenience.
        The Staff side mentioned about MTS vacancies in regard to C.O, R.O. and operative offices, which will be examined.  The staff side thanked the Administration for conducting the Examinations in time and also the fairness and evaluation of result. ITEM CLOSED
Item No. 4-05/2013:            Non implementation of honourable AP high court order in respect of recovery of excess paid bonus from GDS officials-reg
This is to inform that honourable CAT orders in OA No 247/209 in which direction was given to stop recovery of excess paid bonus from the GDS officials. The department has filed writ petition no 8930/2011 against the said order before the honourable high court of AP. Honourable AP high court gave directions in NPMP No 11032-2011 dated 16-4-2011 suspending the orders passed by the CAT in the above OA.The same is already implemented in all the divisions and the excess paid bonus was recovered from respective GDS officials, except some divisions. In spite of repeated requests the same is not being implemented in Adilabad division and also in Secunderabad Division resulting in imposing ofRule – 9 against two officials who worked as Post Masters and they are suffering till date without getting pensionary benefits and also SSPOs Secunderabad Division ordered to recover from the staff who worked in the Accounts Branch.
Decision:         The competent authority has ordered vide Circle Office letter No. EST/1-27/07/II dated 01.08.2013 to stop recovery either from the GDS and Postmaster / Accountants involved in the issue until further orders, in view of the fact that the matter is subjudice.
         The Directorate has also been informed about the same vide this office letter No. EST/1-27/07/II dated 22.08.2013.
Item No. 5-05/2013:               Immediate withdrawal of irregular punishments of union representatives issued by the SPOs, Hanamkonda Division for participating  in the  Dharna.
               SPOs, Hanamkonda Division issued irregular punishments to the union         representatives enmass for participating in the Dharna. Hence it is requested for immediate withdrawal of irregular punishments of union representatives, issued by the SPOs, Hanamkonda Division for participating in the Dharna Programme.
Decision:1. Petitions received from 12 officials were since disposed by Chief PMG.
 2. The Official side mentioned that channel available for the staff should be fully exercised at different levels and staff relationship should be maintained accordingly.ITEM CLOSED
Item No. 6-05/2013:Non implementation of DOP&T Order No 3/19/2009-Esst (PayII) dated 5-4-2010.  DOP&T has issued clarificatory orders cited above in respect of re-employed                  after retirement (Ex-Servicemen). But the same is not being implemented in our Circle. Necessary instructions may be issued to all concerned.
Decision:  The said DOP&T order No. 3/19/2009-Estt (PayII) dated 05.04.2010 was not received from Directorate. D.A. (P) will speak to the concerned D.D.G. and get the order confirmed for taking necessary action in the matter, within a week.
Staff side - NEW items
Item No. 1-08/2013: Supply of Scanner to RJCM office at B-1 Chikkadapally, Hyderabad.
Decision: Chief Postmaster General has approved the supply of Scanner and the same is being supplied.
Item No. 2-08/2013:  Provision of inverter to RJCM office at B-1 Chikkadapally, Hyderabad.
Decision:    Supply has been approved by Chief Postmaster General.
Item No. 3-08/2013:Irregular redeployment of two postal assistants posts from Secunderabad Ho to Trimulgherry HO without proper review of establishments.
           SSPOs, Secunderabad Division had redeployed two PA posts from Secunderabad HO to Trimulgherry HO without proper review of establishment and also without approval of competent authority i.e., Circle IFA.

Decision:             It has been informed by the SSPOs, Secunderabad Division that 2 vacant PA posts were attached to Trimulgherry HO from 10.04.2012 to meet the heavy workload in SB branch of Trimulgherry HO and compensate the attachment of 2 PAs of Trimulgherry HO to EPPC, Bowenpally. PMG (BD) to review the requirement at EPPC, Bowenpally and intimate the result of review for taking further necessary action.
Item No. 4-08/2013: Immediate filling up of Superintendent, Postal Stores Depot, Hyderabad.
        Hyderabad PSD is a PSD which supply of all stationery to two Regions Hyderabad City Region and supply of uniforms and also supply of chappals, umbrellas. Presently it is manned by additional charge. Expedite immediate action for filling up post of SP, PSD.
Decision:           This is under process.
Item No. 5-08/2013: Immediate filling up of vacant PA posts at PSD, Hyderabad.
        Total sanctioned strength of PA Posts at Hyderabad PSD is 21, One LSG, One HSG-II, One HSG-I. Out of 21 Posts only 11 PAs are working. It is requested to fill up remaining vacant posts at Hyderabad PSD.
Decision:  The posts may be filled up by Hyderabad City Division.  The resultant vacancies that arose can be manned by outsourcing duly following the prescribed procedure.
Item No. 6-08/2013:             Non implementation of Directorate orders while posting of sports persons who are recruited under Sports quota.
             Divisional Superintendents are posting the Postal Assistants who are recruited under Sports quota in Sub Post offices. As per the DOP & T and DOP orders the employees who are recruited under Sports quota relief has to be provided two hours for their sports practice. Please issue suitable orders to all concerned to implement the Directorate orders while posting the officials who are recruited under Sports quota.
Decision:           As per Directorate letter No. 8-2/2011-WL/Sports dated 25.07.2011, 2 hours off to be ensured to players who are actively involved in the respective games and are participating in State / National tournaments. All units will be instructed to abide by guidelines in concerned Directorate letter.ITEM CLOSED
Item No. 7-08/2013:              Immediate recruitment of vacant Sports quota posts in the Circle by giving notification for filling up of vacant Sports quota posts.            Nearly 50 vacant posts for filling in the Andhra Pradesh Circle. It is requested to give notification for filling vacant Sports quota posts.
Decision:           40 PA / 21 Postman posts of 2009-10 were notified for recruitment under sports quota. Appointment orders were issued to 33 PA / 10 Postman posts. In respect of Volley ball / Table Tennis / Power Lifting events the selection could not be finalized due to filing of O.A.s in Hon’ble CAT, Hyderabad. In respect of following events, i.e., Carroms, Weight Lifting, Athletics events selection could not be finalized due to non-availability of suitable candidates. In respect of 2011 & 2012 notification will be issued after completion of PAs / SAs and Postman recruitment for 2011-12, which is under final stage. 
Item No. 8-08/2013:             Filling up of Postmaster HSG-I post in IPO line
             For the last four years the post of Postmaster HSG-I in IPO line is not filled on regular basis and officiating arrangements are being made temporarily and the officials are not getting any officiating allowances. So it is requested to made regular arrangements from the eligible cadre.
Decision:         Out of 4 Postmaster posts in IP lone in A.P. Circle, there are regular Postmaster continuously, in 3 HOs viz., Station Kachiguda HO, Visakhapatnam HO and Tirupathi HO. In respect of Nellore HO, the post was kept vacant from 2010 to 18/03/2013 due to regular Postmasters officiating in the adhoc basis in PS Gr-B cadre. The post is vacant now from 20/7/2013 and managed on local arrangement by RO, Vijayawada. RO, Vijayawada has informed that the post cannot be filled with regular ASP immediately due to shortage in ASP cadre.ITEM CLOSED
Item No. 9-08/2013:              Grant of 20% HRA to Nellore City treating as ‘Y’ Class city.

                        Presently Nellore city is getting 10% HRA only. In recent population census, the population of Nellore City has exceeded five lakhs and now reached 5,64,148 and needs to be reclassified as ‘Y’ class city with 20% HRA as per the CPC recommendations.
Decision:        RO, Vijayawada has in the process of taking up proposal with the Directorate for grant of higher HRA to Nellore City treating it as ‘Y’ class city.
Item No. 10-08/2013:             Kind attention to be given to the pitiable plight of the residence of the Chikkadapally and Uppal Postal Staff Quarters, Hyderabad. The residence of these colonies anxiously awaiting for years together to mitigate their predicament which is not fully cared for by the local civil wing, urgent action needed. During the year 2011-12 A.P. Circle has surrendered lakhs of rupees to the Directorate.             Proper maintenance of staff quarters at Chikkadapally, and Uppal Hyderabad. It has brought to the notice of this union that the staff quarters are not being properly maintained either civil/electrical problems. The quarters are not having proper way to the quarters like E-1 to E-8 and C-17 to C-24. The quarters are in a dilapidated condition due to non-maintenance of internal painting and white washing. The quarters have not been maintained for the years. The bushes cleaning is also not taking place, due to this the inmates of the residence are facing a lot of problems. The backside of the E-Block and D- Block quarters of Chikkadapally is not having a proper approach road and not even having proper lighting facilities. The M-Block quarters are also not being properly maintained and the big trees have been grown beside the M-41 Block. There is also a bore water problem during the summer season. A separate pipeline has to be given to the E-Block.
Decision:      The utilization of building maintenance in 2011-12 funds in A.P. Circle is as follows.

1. The Staff side requested for taking up maintenance of ‘E’ Block in case the estimates are available.  Otherwise, maintenance of ‘D’ block can be taken up.
2.  The Civil Wing may be asked to send estimates for taking up regular maintenance of all the quarters in the Circle, so that we can project the fund requirement to Directorate.  Civil Wing to respond within a month.
 3. Regarding bushes cleaning at Chikkadapally Postal Staff quarters, quotations have been approved.

Item No. 11-08/2013:           Stop Decentralization of PLI/RPLI work. Ensure uniform implementation of Directorates Orders regarding retention of PLI/RPLI work of Divisions situated at CO/RO Head Quarters at CO/RO itself. The recent orders on Indian Postal Policy 2012, the work relating to PLI Section of CO are Decentralizing without modification of Indian Post Office Insurance Rules 2010. As per the above rules, the Rs. 5 Lakhs and above policies records and claims to be settled at CO. The present arrangement in the circle may continued till the modification in Post Office Insurance Rules 2010 and honour the minutes of the meeting taken by the Secretary Posts, Postal Services Board with the Postal Joint Council of Action on 10.01.2012 and Directorate letter No. 8/15/2011-SR dated 16.01.2012.
Decision:         The Staff side desired that they will discuss among themselves and intimate updated views in this regard.
Item No. 12-08/2013:          Filling up of the Higher Selection Grade II Posts in CO/RO. At present, the HSG-II posts in the Circle are not filled up. The date of completion of three years in the feeder cadre is completing by 01.01.2014. It is requested to Ad-hoc arrangements to be made for the senior most LSG Officials of CO and ROs in the Circle. 
Decision:         As there are no eligible officials who have completed 3 years of service as on 01.01.2013, no adhoc arrangements in HSG – II cadre in CO / ROs could be made at present.
