RED SALUTE TO COMRADE K.G.BOSE!!


11th December  is the  death anniversary of Com. K.G.Bose, the revolutionary leader of the P andT employees’ movement, who died at  a comparatively young age of 54. He passed away in a London Hospital on 12th December 1974, while he was being treated for cancer.
                 
 Gopal Basu was born on 7th July 1921 in a small house in Beliaghata, Calcutta. His parents had shifted from East Bengal (the present Bangladesh). Father Shri Jay Gopal Basu worked as a teacher. Since his father and elder brother died early, the responsibility of looking after the family, including younger sisters and brother fell upon him. Hence at an early stage he started working in a private firm. Later in 1941, he got job as a clerk in the office of Divisional Engineer, Telegraphs, Calcutta after passing the competitive examination.

From day one, K.G.Basu, with his background in the students and workers movement, became active in the Indian Telegraph Association, which was the existing union there. He became the Branch Secretary within no time. His younger brother, Moni Basu, who also became the leader of the union, joined in the same office in 1945. Both were active in organising the historic 1946 strike of the Postal Workers, though the ITU did not give call for the strike. The strike was considered as part of the freedom struggle and the AITUC, which was the only central trade union in the country at that time, organised an all India solidarity strike in support of the Postal strike.

The Union of P&T Workers (UPTW) was formed in 1946, merging the three existing major unions viz. Indian Telegraph Association, Indian Postal Union and All India Postal & RMS Union. UPTW became strong and gave a call for strike in 1949. The leaders were arrested by the government and many workers were terminated/dismissed. KG as well as Moni Bose, were dismissed/terminated from service. Both were never taken back. But their entire life was devoted in the service of the workers.

 National Federation of P&T Employees (NFPTE) was formed on 24 November 1954, through realignment. The new Federation was welcomed by the workers. NFPTE called for strike in 1957 demanding II Central Pay Commission (First CPC was formed in 1946). Though the strike was called off after the government announced the II CPC, but an indefinite strike was called from 11th July 1960 against the retrograde recommendations of the CPC and demanding minimum wage, DA according to cost of living index etc. The strike went on for five days. The government termed it as ‘Civilian Rebellion’ and used all its repressive machinery to crush it. Thousands of workers were arrested, jailed, dismissed, terminated, suspended, charge sheeted etc. Without any agreement, the strike was called off, with almost all the All India leaders in jail. The Secretary General, Com. PSR Anjaneyulu was arrested, chained and put in jail. The entire state machinery was used to suppress the strike. Com. K.G. took a leading role in organising the strike.

 \A one day strike was again organised on 19th September 1968 on the demand of minimum wage etc. which also had to face severe victimisation. While the progressive section wanted continuous agitation against victimisation, the reformist leadership of NFPTE was not prepared for the same, but waited for the sympathy from the government.

 Com.K.G Bose was elected as the President of the NFPTE in the Federal council meeting in 1974 defeating the reformist leadership. This enthused the progressive section of workers and a new chapter was started in the P&T TU movement.   Com.K.G. was completely engaged with the work of NFPTE and toured all over India organising the workers for struggles ahead.

 It is during this period that he became a victim of the dreaded cancer. In 1974 he was taken to a London Hospital for treatment, but his life could not be saved. He passed away on 11th December 1974, putting his relatives and lakhs of P&T workers in anguish and sorrow.

 During his trade union activities for the  period of two and half decades, Com. K.G.Bose had changed the co-relations in the organisation, guided it  to the correct path of working class ideology and inspired thousands and thousands of workers not only in P&T, but in the central government employees movement and amongst the working class. He functioned as an MLA in W.Bengal and also as a Member of the Pay Commission for the State Government Employees.

We pay homage to the memory of Com.K.G.Bose, the revolutionary working class  leader, who gave the correct direction to the union and inspired thousands of workers. 

      We pledge to implement his slogan “Struggle for Unity and Unity for Struggle” with the addition of “Unity and struggle for Progress”.

Minimum Pay and Fitment Factor Stories suddenly ended in anticlimax

There is  a strong reason to come up with the title for this article as ‘Minimum Pay and Fitment Factor Stories suddenly ended in anticlimax’. Because many websites kept writing that Minimum Pay  will be increased to Rs.21000 in January 2018. As we didn’t find any truth in that stories we haven’t said anything about this as it may lead the people to have false hope. Instead, we published 4 articles which claimed firmly that there was no such proposal under consideration of Government.
Finally those who cooked up a story entitled ‘Govt to Announce Minimum Pay Increase to Rs.21000’ and writing about it on day to day basis, have come forward to end this story with a note of No Scope for change in Minimum Pay. Because they clearly know it was a fake news. But some news websites who believed that this cooked up story might be true, started writing numerous article about increasing of minimum pay from Rs.18000 to Rs. 21000 and said “Good news would come after January 2018”
As January 2018 is nearing, people started asking the Leaders of Unions and Associations the following questions. is it true? Is there any proposal as such under consideration of Central government? The NCJCM Staff Side Leaders hesitated to answer this question because they were afraid of that any negative reply will backfire them.
But there was no sign of announcing Minimum Pay increase. The rumour mongers smelled the frustration of Government servants on Minimum Pay increase as it is not going to happen in January 2018 . So they started writing again that Minimum Pay will be increased after April 2018 as Anomaly Committee is going to submit its report to the Government on Minimum Pay issue after January 2018.
Now all the bridges to Minimum wage issue are burnt for them after DoPT has clearly said in its Letter to NCJCM Staff Side that the issue of Minimum Pay Increase and Revising Fitment Factor and Allowances effect date are not anomalies. According to the DOPT Letter No. F.No.11/2/2016-JCA-1(Pt.) dated 30th October, 2017, it is stated that these three important issues are not in accord with the three postulates which, as described in DoPT’s 0M. No. 11/2/2016-JCA dated 16th August, 2016 and 20th February, 2017 for treating them as Anomaly.
So Minimum pay and Fitment Factor issue will not be treated as a case of anomaly and it will not be taken up in national Anomaly Committee for discussion.
So there is no scope for them anymore to continue this story and decided to end this up with the note of ‘there is no scope for change in Minimum Pay’.
But the Committee which is constituted to Examine the Demand of revising Minimum Pay has not held any meeting to discuss this important issue. And also, it was stated in the DoPT’s Letter that Effect date of Allowances should be decided by the Central Government and hence the NCJCM Staff Side should take up this issue to the Government.
So the ways and means for settling these issues are not ruled out yet. Now it is up to the Federations, to what extent they are serious to pursue this issue to get this done either through negotiated settlement or protest.

       He was a leader of entire Working class and guided Confederation in all its activities. Confederation National Sectt convey its heartfelt condolences and pay respectful homage to our beloved leader.

IMPORTANT

LATEST POSITION REGARDING MINIMUM PAY AND FITMENT FORMULA -- GOVT INFORMED STAFFSIDE NATIONAL COUNCIL JCM THAT INCREASE IN MINIMUM PAY AND FITMENT FORMULA WILL NOT COME UNDER ANOMALY COMMITTEE ITEM.

During the last 2 - 3 months both print and electronic media are continuously reporting that increase in 7th CPC Minimum Pay and Fitment Factor is under serious consideration of the Govt. and National Anomaly Committee will give its recommendation to Govt. and orders for increased Minimum Pay and Fitment Formula will be given effect from April 2018. We are reproducing below a letter from Govt. dated 30.10.2017 addressed to Secretary, Staff Side , National Council JCM  stating that the demand for increase in Minimum Pay and Fitment Formula will not come under the purview of National Anomaly Committee. Further Govt. has not yet constituted the HIGH LEVEL COMMITTEE for increasing Minimum Pay and Fitment Formula as assured by the Group of Ministers including Home Minister Sri Rajnath Singh, Finance Minister Shri Arun Jaitley on 30.06.2016. The so-called Senior Officers Committee has also not discussed this agenda even though staff Side has repeatedly demanded discussion and settlement as per the assurance given by Senior Cabinet Ministers. Now 17 months are over. 32 lakhs Central Govt. Employees and 33 lakhs Pensioners are being continuously betrayed by the NDA Govt.
