NJCA meets at 4.00 P.M tomorrow (30.06.2016) to react to the Cabinet decisions on 7th CPC recommendations. Confederation condemned the government decisions and called for spontaneous protest demonstration in all places. NJCA is expected to condemn the decisions of cabinet and reiterate the indefinite strike.

Dragging time to reject modifications by government!

CRUX of News Conference by FM Arun Jaitley! 

Minimum Basic Pay: 18000
Figment factor: 2.57 for pay and pension
Annual increment: 3%
Date of increment: 1st Jan & 1st July
23.6% hike for joint secretary & Director level officers.
14.27% hike for lower employees.
Allowances: Secretaries Committee will further discuss - presently all allowances continue as they are.
No deduction for insurance as recommended
Civil military parity issues will be decided later - This means no immediate decision on Option 1 of refixation of pension to all pre-2016 pensioners recommended by CPC.
DOPT & other Ministries to be asked to decide non-pay, pension issues.
All administrative side recommendations will be reviewed by respective departments and decided.
Committee will look into NPS
Pay hike will generate more demand : FM
Govt salaries now bigger than private sector: FM
Arrears payment this year itself
CHQ comments:
1. Modifications in minimum wage and fitment factor sought are rejected.
2. Allowances are time being allowed; but the Damocles of Sword will be hanging on the heads of employees. This also means no doubling of allowances normally done by CPC this time. Good tactics; make the employees fight to retain the existing allowances so that no need to enhance them!
3. Insurance recovery not accepted is a big relief indeed.
4. Date of increment on 1st January and 1st July is definitely an improvement.
5. Option number 1 for refixation of pension stands referred to Committee & DOPT/Other Ministries. So only 2.57 figment factor to all pre-2016 pensioners.

Totally, much dissatisfactory! What about the leakage of news about basic pay enhancement to 23500 made by ECoS as reported by media? Whether the reports are false or Cabinet overruled ECoS decisions? Finance Minister appeared to swallow something while started to say about ECoS decisions! What is the actual happening?
Comrades! There appears no alternative to strike! Or else the meagre wage increase, lowest in 69 years will come to stay for another 10 more years!
The decision of NJCA likely to be flashed at any time. Let there be a total strike to call the bluff of Government a bluf!

Bonanza? or Shame?

CHQ's initial reaction to Cabinet Clarence of 7th CPC!

Just watching TV Channels like you all - No official details yet available through Staff Side leaders. Honourable FM Arun Jaitley has congratulated the historic rise by 7th CPC in his tweet today! As the news flashes go on it is revealed:
1. No change in MTS minimum basic pay as it is only 18,000! What happened to media hypes and non-stop rumours of 23000?
2. No change in 18,000 means no change will be there in Fitment Factor of 2.57 also. Great!
3. 23% hike in salary including raises in allowances! What is the meaning? No change in retrograde recommendations of 7th CPC.
4. It is evident that the Empowered Committee of Secretaries headed by the Cabinet Secretary has been killing valuable time without applying their minds to the Staff Side Memorandum.
5.Government simply gained more time without caring to sort out the genuine concerns of employees.
6. As far as the Pensioners are concerned, it is not known as to whether the Cabinet accepted the recommendations of Pay Commission to offer Option Number 1 for refixation of pension by notionally adding number of increments in the last pay prior to retirement.

31ST AIC OF NFPE R3 AT GANDHINAGAR (GUJARAT)

            The 31st AIC of NFPE R3 has commenced its three day session today at Gandhinagar the capital of Gujarat. In the backdrop of the call for an indefinite strike by the entirety of CG Employees by the NJCA on 11th July; the call for one-day strike by the Trade Union Centres and Federations including the Confederation and NFPE on 2nd September, 2016 and the implementation of Cadre Restructuring by the Postal Department partially in the Postal Wing Group 'C' section, this AIC is meeting. Comrades M.Krishnan (SG Confederation); C.C.Pillai (Ex-SG NFPE and CHQ Advisor to AIPRPA); R.Seethalakshmi (GS P4); P.Suresh (GS R4); and R.Sathyanarayana (GS Postal Accounts) among other leaders attended. On invitation from Giriraj Singh the GS of R3, Comrade K.Ragavendran General Secretary AIPRPA and Ex-SG NFPE also attending the AIC. CHQ Office Bearers of AIPRPA Comrades Y. Naghabhushanam and B.M.Sunda  also participating in the AIC.

1. Settle the issues raised by the NJCA on the recommendations of the 7 CPC sent  to Cabinet secretary vide letter dated 10th December 2015.
2. Remove the injustice done in the assignment of pay scales to technical/safety     categories etc., in Railways & Defence, different categories in other Central Govt. establishments by the 7 CPC.
3. Scrap the PFRDA Act and NPS and grant Pension/family Pension to all CG          employees under CCS (Pension) Rules, 1972 & Railways Pension Rules, 1993.
4.i) No Privatization/outsourcing /contractorisation of governmental functions.
(ii)Treat GDS as Civil Servants and extend proportional benefit on pension and  allowances to the GDS.
5. No FDI in Railways & Defence: No Corporatization of Defence Production Units and Postal Department.
6. Fill up all vacant posts in the government departments lift the ban on creation of posts; regularize the casual/contract workers.
7. Remove ceiling on compassionate ground appointments.
8. Extend the benefit of Bonus Act 1985 amendment on enhancement of payment  ceiling to the adhoc Bonus/PLB of Central Government employees with effect from the Financial year 2014-15.
9. Ensure five promotions in the service career of an employee.
10. Do not amend Labour Laws in the name of Labour Reforms which will take away the  existing benefits to the  workers.
11. Revive JCM functioning at all levels.

MASSIVE PARLIAMENT MARCH & RALLY OF
ABOUT 20000 CENTRAL GOVERNMENT EMPLOYEES

INDEFINITE STRIKE FROM 11TH JULY 2016

33 LAKHS CENTRAL GOVERNMENT EMPLOYEES WILL PARTICIPATE

A massive parliament march and rally of about 20000 Central Government Employees was held at Jantar Mantar, New Delhi on 24th June 2016. The rally was organized by National Joint Council of Action (NJCA) of Central Government Employees comprising Railways, Defence, Confederation and Postal organizations demanding modification in the recommendations of 7th Central Pay Commissions including minimum wage and fitment formula. Other demands are scrapping of New Contributory Pension Scheme, No FDI in Railways and Defence, Grant of Civil Servant status to Gramin Dak Sevaks, filling up of vacancies, enhancement of bonus ceiling, No outsourcing, downsizing, contractorisation and corporatisation etc.

The NJCA had already given strike notice to Government on 9th June 2016. The Modi Government is not ready for a negotiated settlement with the staff side. The rally called upon the entirely of Central Government employees to intensify the campaign and preparations and make the strike a total success.

The rally was presided by Shri. N. Raghavaiah (General Secretary, NFIR & Chairman NJCA), Coms. Shiv Gopal Mishra (General Secretary AIRF & Convenor NJCA), Sreekumar (Secretary General AIDEF) M. Krishnan (Secretary General, Confederation) R. N. Parashar (Secretary General, NFPE) Guman Singh (President, NFIR), Rakal Das Gupta (President, AIRF) K. K. N. Kutty (President, Confederation) B. C. Sharma (NFIR) S. K. Tyagi (AIRF), Mrs. Champa and Mrs. Gita Pandey addressed the rally

About 33 lakhs Central Government Employees will participate in the strike. 40 lakhs Central Government Pensioners have declared their solidarity with the strike. Central Trade Unions had also extended their full support. State Government Employees Federations have cautioned the Central Government that they will also be compelled to join the strike if Government refuse to settle the demands relating to 7th CPC recommendations as majority of the state Governments are implementing the Central pay parity to their employees also.

          National Women’s convention of Confederation will be held at Chennai on 17th August, 2016 at 10 A.M. onwards (second day of the Conference) along with the Conference. 

          The date of Women’s convention was erroneously mentioned as 19th August instead of 17th August 2016 in NFPE Circular dated 20th June, 2016.


           The correct date of Women’s Convention may kindly be read as 17th August, 2016 instead of 19th August, 2016.
