PAYMENT OF DEARNESS ALLOWANCE TO CENTRAL GOVERNMENT EMPLOYEES - REVISED RATES EFFECTIVE FROM 1.1.2013.

OFFICE MEMORANDUM
Subject: Payment of Dearness Allowance to Central Government employees-Revised Rates effective from 1.1.2013.
The undersigned is directed to refer to this Ministry’s Office Memorandum No.1 (8)/2012-E-II (B) dated 28th Sepetmber,2012  on the subject mentioned above and to say that the President is pleased to decide that the Dearness Allowance payable to Central Government employees shall be enhanced from the existing rate of 72% to 80% with effect from 1st January,2013.

2.         The provisions contained in paras 3, 4 and 5 of this Ministry’s O.M. No.1 (3)/2008-E-II(B) dated 29th August. 2008 shall continue to be applicable while regulating Dearness Allowance under these orders.

3.         The additional installment of Dearness Allowance payable under these orders shall be paid in cash to all Central Government employees.

4.         These orders shall also apply to the civilian employees paid from the Defence Services Estimates and the expenditure will be chargeable to the relevant head of the Defence Services Estimates. In regard to Armed Forces personnel and Railway employees, separate orders will be issued by the Ministry of Defence and Ministry of Railways, respectively.

5.         In so far as the persons serving in the Indian Audit and Accounts Department are concerned, these orders issue in consultation with the Comptroller and Auditor General of India.

AD-HOC ARRANGEMENTS IN THE CADRE OF HSG-1.

          The Chief Postmasters General/ Postmasters General of Postal Circles.

Subject:- Continuation of ad-hoc arrangements in the cadre of HSG-I.

Sir/ madam,

          I am directed to refer this Department`s letter of even number dated 27-03-2012 communicating the last extension granted in ad-hoc arrangements made in HSG-I

2.       Directorate took up the mater again with DOP&T for further continuation of the said ad-hoc arrangement. In the meantime , circles were informed vide Directorate letter of even number dated 29.04-2012 that the matter for further extension of ad-hoc arrangement had been taken up with DOP&T and were advised not to discontinue the then existing arrangements without consulting Directorate.

3.       DOP&T has since agreed to the proposal of Department of Posts and have granted:

    (i)                  Ex-post facto approval to the continuation of all such adhoc arrangements made in HSG-I upto 19.11.2012 and
    (ii)              Also to continue further the said ad-hoc arrangements for a period of six months w.e.f. 20-11-2012 to 19.05.2013 or till the regular arrangements are made ,whichever is earlier.

4.       It is, therefore, requested that necessary action may be taken by the Circles in this regard immediately.
